Virtual Geography: How .ai Became the Most Valuable TLD

Anguilla did approximately nothing to earn it. That is not an insult; it is the entire point of the story.

Sometime today, a founder in San Francisco will pay about US$140 for a two-year lease on a web address ending in .ai. It will take ninety seconds and a company card. What almost none of them know is where the money goes: to the treasury of Anguilla, a British Overseas Territory in the eastern Caribbean, thirty-five square miles of low coral limestone with a population around 15,000. In 2023, those ninety-second checkouts added up to EC$87 million, about US$32 million, which the IMF noted was just over 20 percent of the government's total revenue for the year. By 2024 the total reached EC$104 million (about US$39 million), roughly a quarter of government revenue. Partway through 2025, the registry had already brought in EC$230 million, about US$85 million, and a government minister said the domain was on track to fund nearly half the national budget.

For scale: tourism, the industry Anguilla spent decades building, its beaches and boat races and luxury villas, accounts for about 37 percent of GDP. The two-letter suffix now rivals the entire visible economy. And Anguilla did approximately nothing to earn it, which is not an insult. It is the entire point of the story, and the reason this one tiny island is the cleanest case study anywhere of a question that matters far beyond domains: what happens when the place that captures value has nothing to do with the place that creates it?

The filing cabinet that assigned a fortune

Start with why Anguilla owns the string at all. In the 1980s, as the internet's naming system took shape, Jon Postel and the Internet Assigned Numbers Authority needed country-code domains and took them from an existing list: the ISO 3166 standard of two-letter country abbreviations. The United Kingdom got .uk, Japan got .jp, and Anguilla, by the accident of its name, got .ai. Nobody chose this. No committee foresaw anything. A filing convention written for customs forms and postal systems quietly allocated every nation a string, and four decades later one of those strings happened to spell the abbreviation for the technology industry's central obsession.

Economists have a name for income like this: rent. Not rent as in apartments, but rent as in the return you collect from owning a scarce thing you did not create, the way a landowner profits when a railroad happens to route through their field. Physical geography has always dealt in such accidents. One country sits on oil, its neighbor sits on sand, and no one pretends either earned it. What .ai demonstrates is that digital geography works the same way, except the "terrain" is assigned by clerical convention. Anguilla's windfall was created the moment a standards body abbreviated its name, then lay dormant for forty years waiting for a distant industry to make the letters fashionable.

It's worth being precise about who did create the value, because the answer has three parts and none of them is Anguilla. The demand came from AI companies, concentrated in San Francisco, London, and Beijing, which train the models and raise the money. The prestige came from the industry's own naming fashion: once a few prominent startups took .ai addresses, the suffix became a signal, and the signal became self-reinforcing the way all fashions do. And the machinery, the actual registry that resolves names and processes those US$140 payments, was built and run by outsiders the whole time. That last part is the piece of the story most coverage skips, and it is the best part.

Three decades, three operators, none of them the island

In 1994, an American named Vince Cate moved to Anguilla. He was a Carnegie Mellon dropout with libertarian leanings and an interest in cryptography, and as Tianyu Fang tells it in "Whose Domain Is It?", his 2023 history of the domain, Cate emailed Jon Postel, who told him nobody was managing Anguilla's TLD and suggested he volunteer to be its first manager. That is how internet infrastructure worked in 1994. A man emailed another man, and a country's digital territory changed hands.

Cate ran .ai for the next three decades, from the island itself, writing his own registry software. Two things he did deserve more attention than they get. He transferred the domain's administrative contact to the Government of Anguilla, on the view that a national asset should not sit in a private individual's name, a decision with no enforcement behind it except his own sense of how things ought to be. And most of the registry's revenue was routed to the government rather than to himself. When the boom arrived, in the year after ChatGPT launched, registrations surged so fast that by August 2023 the registry was generating about US$3 million a month, which Fang reported as roughly a third of the government's monthly budget at the time. Revenue in 2018 had been about US$2.9 million for the entire year.

Then, in October 2024, the government signed an agreement with Identity Digital, a US registry corporation, to take over .ai's operations for five years, and the transition completed on January 15, 2025. The operational layer passed from one American individual to one American company. Through every era, the island has held the title and collected the rent while someone else ran the machine.

Count the parties in this system. The value is created by an industry an ocean away. The prestige is manufactured by that industry's naming habits. The legal title rests with a small territory that received it by alphabetical accident. The operation belongs to an outside technical layer, first a volunteer expatriate, now a Seattle-area corporation. Four roles, four different parties, and no two of them are the same entity. That is the decoupling in its purest form, and once you see the pattern here, where it's benign and even charming, you can recognize it in places where it isn't.

The class of accidental landlords, and the dark mirror

Anguilla is not unique. It is the luckiest member of a class. Tuvalu, a Pacific nation of about 11,000 people, leases .tv and made close to US$5 million from it in 2022, around 8 percent of government revenue. Montenegro's .me at one point accounted for about 2 percent of the country's total exports. Niue has fought for years over .nu, and the Soviet Union's .su still resolves, a ghost domain outliving its country by three decades.

And then there is .io, which every developer reading this has typed a thousand times. It belongs to the British Indian Ocean Territory, meaning the Chagos Archipelago, and its story is the .ai story with the moral inverted. The Chagossians were forcibly removed from those islands between the late 1960s and early 1970s to make way for a military base, and as Fang's piece notes, the registry profits from .io never reached them. The tech industry adopted the suffix for its resemblance to input/output, built a startup aesthetic on it, and the rent flowed to a registry operator and a colonial administration rather than to the people of the place. Same clerical accident, same manufactured prestige, same outsider-run machinery, and none of the value captured by anyone with a claim rooted in the territory itself.

The .io story then added a final lesson in 2024 that should interest anyone who owns one: the accident can be revoked. When the UK agreed to hand the Chagos Islands to Mauritius (a treaty signed in May 2025), the British Indian Ocean Territory was set to cease existing as a jurisdiction, and ICANN itself published a note addressing what happens to a country-code domain when the country code's referent disappears. The realistic outcomes range from a negotiated continuation, like .su's strange afterlife, to a formal retirement. Nobody expects millions of .io sites to go dark overnight. But the uncertainty is real enough that ICANN had to blog about it, and it reveals what a ccTLD actually is under the branding: a dependency on the continued existence and goodwill of a geopolitical arrangement. Digital geography assigns fortunes by accident, and by treaty it can unassign them.

Rent, fashion, and a territory that flies someone else's flag

There is one more layer, and it is the one this piece was built to name: colonial economics. Anguilla is not an independent country. It is a British Overseas Territory, a place whose sovereignty is partial by definition, and it now funds a large share of its budget from rent generated by a foreign industry's branding preferences, administered by a foreign corporation, denominated in a currency pegged to the US dollar. Fang frames the whole ccTLD system as a kind of digital colonialism, and the .io case makes that reading hard to dismiss. The .ai case is gentler, a windfall that genuinely reaches the population's government, but the structure is the same: small, partially sovereign places holding paper title to digital terrain whose value and operation are controlled elsewhere.

The economics resemble a resource-rentier state in miniature, with one crucial difference. Oil states at least host the oil. Anguilla's resource has no location at all; the "reserves" are a fashion in startup naming, and fashions end. The IMF, in its May 2024 note on the boom, projected that .ai revenue would eventually stabilize around 15 percent of government revenue as the registration rush cools. The government's own challenge, which its officials discuss openly, is the classic one that oil ministers know: how to convert a rent that arrives without effort into infrastructure and institutions that outlast it, and how to avoid building a budget on a suffix. A minister celebrating that nearly half the budget comes from domain fees is describing a triumph and a concentration risk in the same sentence.

What to do with this if you build things

Three takeaways, each one usable.

First, if your product lives on a ccTLD, you have a geopolitical dependency, and you should treat it like one. Your .ai address rents terrain from a British Overseas Territory; your .io address depends on a jurisdiction that a treaty is dissolving. The practical move costs an afternoon: own the .com or another gTLD equivalent of your brand, keep it warm, and make sure your email and identity systems don't have a single point of failure on a suffix whose fate is negotiated in rooms you'll never see. The probability of losing a major ccTLD is low. The cost of assuming it's zero is a migration performed in a panic.

Second, learn to spot the four-party decoupling, because it predicts behavior wherever it appears. Creators, prestige-makers, title-holders, operators: when those roles are held by different parties, the title-holder's income is rent, the operator captures margin without ownership, and the creators, who generate all the actual value, usually have no idea the other parties exist. This is the structure of app-store fees, of standard-essential patents, of spectrum licenses, of half the chokepoints in the digital economy. Knowing which of the four seats you occupy tells you your leverage. If you're the creator, the rent you pay is set by parties you can't see, which is an argument for keeping your dependencies portable.

Third, respect accidental rents while never mistaking them for strategy. Anguilla's government has, by most accounts, played its windfall sensibly: it took title when a volunteer handed it over, contracted professional operations when scale demanded it, and is banking a boom while its own economists plan for the fashion to cool. That is roughly the best available playbook for unearned luck, and it generalizes: when an accident pays you, formalize the ownership, professionalize the operation, and build the budget assuming the accident ends. The island that did nothing to earn two letters is, at the moment, the world's best case study in what to do after the alphabet makes you rich.
