Verdict: DELIVERED LATE, by about a year. The Federal Highway Administration's project profile of I-4 Ultimate said the work "is expected to be substantially complete in 2021" [C1]. A federal court later found that "The Project was substantially completed in 2022" [C13], and that "It ended up taking a year longer and costing the State $125 million more than anticipated." [C9] The contract's own date, in the court's findings, was earlier than the profile's: "The Project was to be substantially completed at the end of 2020." [C4] No record read gives the day the whole project was finished.
The court called I-4 Ultimate "the state's most costly road project ever" [C5]. In the court's words, "Since February 2022, Central Florida drivers have benefited from the new I-4 express lanes running through Orlando." [C11]

The promise
The Federal Highway Administration's project profile of I-4 Ultimate, as archived in January 2015:
"Construction is scheduled to begin in early 2015 and is expected to be substantially complete in 2021." [C1]
The same record scheduled the state's last payments around that date: "The balance of FDOT's capital payments will be made in 2020 and 2021 totaling $688 million" [C2].
Timeline
- January 2015. The Federal Highway Administration's profile, as archived that month, gives 2021 for substantial completion [C1].
- February 2015. In the court's findings: "Construction began in February 2015. The Project was to be substantially completed at the end of 2020." [C4]
- July 13, 2018. U.S. Representatives Darren Soto, Val Demings and Stephanie Murphy wrote to FDOT about "a recent Moody's Investment Service report, which states that construction on Interstate 4 (I-4) is over 245 days behind schedule and $100 million over budget" [C3, C3b].
- April 2020. "SA22 was signed in April 2020." [C6]
- The court calls it "a global agreement known as Supplemental Agreement 22" [C6].
- It found that the "settlement resulted in a $125 million payment from FDOT and a near year-long extension of the completion date." [C7]
- Under it, "FDOT agreed to require completion of only the general use lanes by the original substantial completion date of December 2020" [C8].
- February 21, 2022. FDOT announced: "The Florida Department of Transportation (FDOT) anticipates opening the managed lanes, known locally as I-4 Express, to motorists on Saturday, February 26." [C10, C10b]
- February 2022. In the court's words: "Since February 2022, Central Florida drivers have benefited from the new I-4 express lanes running through Orlando." [C11]
- June and September 2022. FDOT's project site, as archived in both months: "Construction work on the I-4 Ultimate Improvement Project is nearing completion." [C12, C12b]
- 2022. In the court's findings: "The Project was substantially completed in 2022." [C13]
- May 3, 2024. The U.S. District Court for the Middle District of Florida issued its memorandum opinion and order after a ten-day bench trial, in a case brought by The Lane Construction Corporation against Skanska USA Civil Southeast, Inc. and Granite Construction Company [C14]. It found: "It ended up taking a year longer and costing the State $125 million more than anticipated." [C9]
- Now. At this entry's last check, the Federal Highway Administration's profile still read: "Construction began in February 2015 and is expected to be substantially complete in 2021." [C15] It gives no later year [the trace's negative control; this entry's re-check,

What changed, and why, in the record's own words
- The date.
- The contract: "at the end of 2020" [C4].
- The public federal record: "substantially complete in 2021" [C1].
- In 2018 the Moody's report, as the three members of Congress described it: "over 245 days behind schedule" [C3].
- In April 2020 the settlement gave "a near year-long extension of the completion date" [C7]. The general use lanes stayed due "by the original substantial completion date of December 2020" [C8].
- The result: "substantially completed in 2022" [C13], "a year longer" than the contract's date [C9].
- Why.
- The records read do not set out why the work fell behind.
- They show how the state settled it: the April 2020 agreement "resulted in a $125 million payment from FDOT and a near year-long extension of the completion date" [C7].
- The federal record was not revised. The Federal Highway Administration's profile still gives 2021 [C15].
What it cost
- The planned cost. Two records give two figures, and neither says what it covers.
- The Federal Highway Administration's profile: "Cost $2,877 million" [C16].
- The court: "an estimated cost of over $2.3 billion" [C5].
- The 2018 report. The Moody's report, as the members of Congress described it: "$100 million over budget" [C3].
- The 2020 settlement. "a $125 million payment from FDOT" [C7].
- The total for the state, in the court's finding: "costing the State $125 million more than anticipated" [C9].
What is still open
- A further claim. News coverage of the 2020 settlement reported a further claim against FDOT. This entry did not read that claim, and does not know whether FDOT paid any of it.
- The federal profile. It still gives 2021 [C15].
What this entry did not check
- The settlement agreement itself (SA22) and FDOT's final-acceptance certificate. The court cites both; neither was read.
- The day the whole project was finished. No FDOT record read gives it. The year 2022 is the court's finding [C13]. FDOT's own site still said "nearing completion" in September 2022 [C12b].
- The Moody's report the 2018 letter cites. It is not on a public page read here.
- FDOT's live project site, which refused a plain fetch.
