Verdict: DELIVERED LATE, by about eight months. When Housing Trust Group (HTG) announced the project on September 19, 2024, its release said: "Leasing is expected to begin in Fall 2025, with completion scheduled for late 2025." [C1, C1b] The City of Orlando repeated the date in its report of January 19, 2025: the project "is scheduled to open by the end of 2025." [C4, C4b] The first certificates of occupancy in the city's permit data are dated September 4, 2026 [C11a], which is 247 days after December 31, 2025 [the trace]. When read on October 20, 2026, the operator's site said "NOW OPEN – APPLY TODAY!" [C13]. The page carries no date; that is the day it was read.
The measure is the first certificate-of-occupancy date, because no dated record of the first lease or application was found [the trace]. The city's dataset does not say what its occupancy columns mean [C11g], and the main building permit still shows the status "Hold" [C10c]. This entry reports those facts and does not read more into them.
Last checked: October 20, 2026.
- The promise. Completion in late 2025 and leasing from fall 2025 [C1]; open by the end of 2025, in the city's words [C4b].
- The record since. No new date was found in any HTG or city statement read [the trace].
- The delivery. Six building-part permits show certificate-of-occupancy dates of September 4 and September 9, 2026 [C11a-C11f]. The main permit shows a temporary one dated September 11, 2026 [C10]. The operator's site says the community is open [C13].
- The cost. The release said "$30 million" [C3]. The application to FHFC for the tax credits gave a total development cost of $31,430,853 [C5b].
The promise
HTG's release, as printed by CityBiz on September 19, 2024 and by YieldPro on September 30, 2024, said:
"Leasing is expected to begin in Fall 2025, with completion scheduled for late 2025." [C1, C1c]
It described the project as "Grand East Village will offer 92 affordable apartments for income-qualifying seniors earning at or below 33% and 60% of the area median income (AMI)." [C2] It gave the address and size: "Located at 1199 Bruton Blvd., Grand East Village is a three-story, garden-style building encompassing 96,715 square feet." [C3c] HTG's own site has no copy of the release [the trace].
The City of Orlando's Livable Orlando – 2024 Implementation Highlights Report, dated "January 19, 2025" [C4], said: "City staff worked with Housing Trust Group to secure impact fee waivers and provided expedited permitting to facilitate development of the project which is scheduled to open by the end of 2025." [C4b]
Before the promise
- December 23, 2022. The application to Florida Housing Finance Corporation (FHFC), number 2023-103C, was submitted [C5, C5c]. It carried a total development cost of $31,430,853 [C5b] and a fee waiver from the city of $201,434 [C5d].
- June 16, 2023. FHFC invited the project into credit underwriting. On October 9, 2023 it executed a Carryover Allocation Agreement: "On June 16, 2023, staff issued an invitation to the Applicant to enter credit underwriting and subsequently executed a Carryover Allocation Agreement on October 9, 2023." [C9] The set-asides were "10% @ 33% AMI 90% @ 60% AMI" [C9b].
- February 2, 2024. The application for the main building permit was filed. It was issued September 23, 2024 after 12 review cycles [C10b, C10c].
Timeline
- September 19, 2024. HTG's release made the promise [C1, C1b].
- January 19, 2025. The city's report repeated it as "scheduled to open by the end of 2025" [C4, C4b].
- December 31, 2025. The promised date passed. No permit for the project in the city's open permit data shows a certificate of occupancy or a temporary one before September 4, 2026 [the trace].
- September 4 and 9, 2026. The six building-part permits, BLD2024-11703 to BLD2024-11708, show certificate-of-occupancy dates: September 4 on four of them [C11a-C11d] and September 9 on two [C11e, C11f]. Together they cover 95,594 square feet [the trace].
- September 11, 2026. The main building permit, BLD2024-11087, shows a temporary certificate-of-occupancy date [C10]. Its status in the dataset is "Hold" [C10c].
- October 20, 2026 (the day the pages were read; neither carries a date). The operator's home page read "NOW OPEN – APPLY TODAY!" [C13], and its floor-plans page listed a two-bedroom as "Available Now" [C13c]. It describes "a brand-new three-story community featuring 92 affordable apartment homes" [C13b].
What changed, and why, in the record's own words
- The date. The promise was "completion scheduled for late 2025" [C1], and the city's "scheduled to open by the end of 2025" [C4b]. The operator's live home page, read October 20, 2026, does not contain the phrase Fall 2025 [the trace].
- Why. No document read gives a reason for the delay, and no HTG or city statement about it was found [the trace].
- The count. 247 days from December 31, 2025 to September 4, 2026; 257 days if counted from the end of fall 2025, December 21 [the trace].
What it cost
- The release's figure: "a $30 million affordable senior housing community in Orlando, Florida" [C3]. It also named "$27 million in 9% Low-Income Housing Tax Credits (LIHTC) allocated by Florida Housing Finance Corporation" [C3b].
- The application's total development cost, December 2022: $31,430,853 [C5b].
- The credits. FHFC's list of applications invited into credit underwriting shows 2700000 for this application [C8], which the trace reads as $2,700,000 a year [the trace].
- The city's part was a fee waiver of $201,434 [C5d].
- The main permit's valuation is $14,550,600 [C10b]. It is a permit estimate, not the project's cost [the trace].
- A final or revised cost was not found in any record read [the trace].
What is still open
- The main building permit. It carries a temporary certificate and the status "Hold" [C10, C10c]. The reason is not in the dataset [C11g].
- When leasing began. No dated primary record of the first application or lease was found [the trace].
What this entry did not check
- Rents. The 2024 release gave a range of "Monthly rents will range from $597 to $1,303" [C2], and the operator's site now lists one-bedrooms at $1,179 [C13] and two-bedrooms at $1,416 [C13d]. FHFC's 2026 rent table for the 60% income level was not read, so this entry draws no conclusion on the rents [the trace].
- The tax-credit deadline. Whether the credits' placed-in-service deadline was met depends on records not read [the trace].
- FHFC's underwriting and cost-certification files, the city's fee-waiver agreement, and the city's permit portal were not found or not read [the trace].
- News coverage was used only as a lead, not as a source of any date [the trace].
