Verdict: DELIVERED ON TIME. Orange County's press release of December 10, 2024 said: "Construction should be complete, and the Connector Trail open to the public by March of 2026." [C1, C2] St. Johns River Water Management District, a state agency, wrote on March 17, 2026: "Orange County officials held a ribbon cutting ceremony opening the Lake Apopka Connector Trail on Feb. 28, 2026." [C25, C27] That is before March 2026 began, so the promise holds whether it means by the start of March or by the end of it.
Last checked: October 30, 2026.
- The promise. A 3.23-mile trail from the West Orange Trail along McCormick Road to the Lake Apopka Loop Trail at Magnolia Park, with a 100-foot boardwalk, open by March 2026 [C1, C4, C5].
- The opening. A ribbon cutting on February 28, 2026, which was a Saturday. SJRWMD gives the date [C25, C26], and The Apopka Chief says officials celebrated "on Saturday" [C32]. ClickOrlando wrote that the trail opened "on Friday" [C30]; no record read supports a Friday opening.
- What the county built. The county's agreement with the Florida Department of Transportation gives the length as "approximately 3.219 miles" [C19], against the release's 3.23 [C4], and the boardwalk as "approximately 100 feet in length" [C21].
- What it cost. The release named no cost [C1 to C6]. The county's own Board memo puts the construction and inspection cost at $8,588,048, up from $5,875,906 [C15].
- What is still open. The final cost, any change orders, and a county record of the opening (see below).
The promise
The county's release is dated "10 December, 2024" and comes from Orange County Public Works [C2]. It says Public Works "issued a Notice to Proceed this week" [C3]. It describes "a 3.23-mile multi-use trail connecting the existing West Orange Trail along McCormick Road to the Lake Apopka Loop Trail at Magnolia Park" [C4] and "a 100-foot boardwalk section" [C5]. Its schedule sentence is the one quoted above [C1]. The release adds that two segments of the trail were completed by developers and were already open [C6].
Timeline
- August 11, 2020. The Board of County Commissioners selects a firm for final design of the connector [C7].
- January 26, 2021. The Board approves a Local Agency Program agreement with the Florida Department of Transportation for the trail [C8].
- February 21, 2023. The Board approves the construction funding agreement, with $4,000,000 in federal money [C10].
- August 27, 2024. The Board awards the construction contract to Gibbs & Register, Inc. for $7,994,899.50 [C13, C14].
- October 29, 2024. The Board approves a supplemental agreement that raises the construction and inspection cost to $8,588,048 [C15, C18]. The memo is dated October 14, 2024 [C18].
- December 10, 2024. The county's release, and the Notice to Proceed [C1, C3].
- February 2025. The Apopka Chief reports the groundbreaking took place in February 2025 [C31].
- March 11, 2025. The Board approves a floodplain drainage easement for the trail [C23].
- February 10, 2026. The Board approves real-estate transactions for the trail and a county water-supply facility [C24].
- February 28, 2026. The ribbon cutting [C25, C26].
What changed, and why, in the record's own words
- The schedule. No Board action between the release and the opening changes the construction contract or its timing, and the opening came in February 2026, ahead of the March 2026 date.
- The cost. The county's memo says: "Due to inflationary effects realized during the approval of the construction bid, the project cost has increased from $5,875,906 to $8,588,048." [C15] The federal share rose from $4,000,000 to $5,282,758 and the county's share from $1,875,906 to $3,305,290 [C16, C17]. The Board approved this on October 29, 2024, six weeks before the release [C18]. The release itself named no cost [C1 to C6].
- The length. The county's agreement says: "The total length of the proposed trail to be constructed as part of this project is approximately 3.219 miles." [C19] The county's Board memo says the project length is "approximately 3,219 feet" [C20]; that differs from the agreement, so this entry uses the agreement's miles. The Apopka Chief wrote of "a $10.2 million project stretching 4.46 miles from Magnolia Park to Clarcona Horse Park" [C29]. The county's agreement says that portions of the trail are being built through the Oak Point North and Wynwood developments [C22]. No record read gives 4.46 miles, so this entry uses the county's 3.2.
What it cost
Local press put the cost at about $10 million: $10.2 million in the Apopka Chief [C29] and $10 million in ClickOrlando [C30]. The county's records give parts of it: $7,994,899.50 for the construction contract [C13], $8,588,048 for construction and inspection together [C15], and $1,654,839.31 for design [C12]. No county record read gives a final total.
What this entry did not check
- Change orders and the final paid cost. The Comptroller's Legistar search for the construction bid number, the design request number and the trail's name found 16 matters, and none changes the construction contract. Change orders below the county's administrative limit do not go to the Board, so this shows only that no Board-level change exists.
- A county record of the opening. The county newsroom's index returns only the December 2024 release for the trail. The opening rests on SJRWMD and two news outlets.
- The trail itself. No county record dated after March 17, 2026 that describes the trail's state was read, and the trail was not visited.
- The August 27, 2024 minutes. The award's approval is from the Legistar history; the minutes text was not read.
- The February 21, 2023 item packet. The 42-page scanned packet was not read beyond its first page. Its figures are cited from the 2024 memo and the Legistar title.
