Verdict: DELIVERED LATE, by about ten months. In its release for the February 2025 groundbreaking, Orange County said: "Scheduled to open in the Fall of 2025, this state-of-the-art facility will be the ninth Orange County Community Action Center." [C1] The county's budget for fiscal year 2025-26, which began in October 2025, listed the center's completion among that year's objectives [C7]. The county set the opening for Wednesday, October 14, 2026 [C13]. West Orlando News reported on October 18, 2026 that "The Orange County government opened the Tangelo Park Community Action Center at 5160 Pueblo Street in Orlando with a ribbon cutting ceremony." [C14, C14b] Counted from the end of fall 2025 to the set day, the opening came about ten months late [the trace]. The promise
Orange County's release for the groundbreaking said:
"On Monday, February 3, at 9:00 am, Orange County Mayor Jerry L. Demings and District Six Commissioner Michael Scott will host a groundbreaking ceremony for the Tangelo Park Community Action Center." [C1b]
"Scheduled to open in the Fall of 2025, this state-of-the-art facility will be the ninth Orange County Community Action Center." [C1]
Before the promise
- January 2021. A county memo to the Board said: "The YMCA has indicated that the Tangelo Park YMCA facility will not reopen." [C2] The county's Community Action Division raised "the possibility of the facility in Tangelo Park becoming an Orange County Community Center" [C2b].
- May 2021. The division's Board presentation of May 18 was to include an update on the "progress toward reopening the Tangelo Park Community Center." [C3]
Timeline
- August 27, 2024. The Board's agenda carried the construction contract: "Approval to award Invitation for Bids Y24-773-SH, Tangelo Park Community Center, to the low responsive and responsible bidder, Collage Design and Construction Group, Inc., in the total contract award amount of $7,041,570 inclusive of additives one and two." [C4]
- February 2025. The groundbreaking, and the promise of an opening in fall 2025 [C1, C1b].
- May 2025. A utility easement for the building permit describes the work as "selective demolition and renovation of the existing Tangelo Park Community Center Gym." [C5]
- Fiscal year 2025-26 (October 2025 to September 2026). The adopted budget lists, among the Community Action Division's objectives: "Anticipate completion of Tangelo Park Community Center and Multicultural Senior Center." [C7] Among the capital projects' objectives, a sentence that begins "Complete construction of the new Animal Services Facility" ends "and the Tangelo Park Community Center." [C6b, C6]
- March 24, 2026. The Board approved "Change Order No 5, Contract Y24-773 Tangelo Park Community Center - GRANT CP21048, with Collage Companies in the amount of $1,806.21, for a revised lump sum contract amount of $7,746,668.51." [C10] The change order form says "No Additional Time." [C11]
- October 2026. The county's release: "Orange County Government will open the Tangelo Park Community Action Center on Wednesday, October 14, 2026. The Ribbon Cutting Ceremony will take place at 9:00 a.m. at 5160 Pueblo Street in Orlando." [C13] It describes "A nearly 10,000-square-foot, state-of-the-art facility" [C13b].
- October 18, 2026. West Orlando News reported the opening. In its words, "Orange County Mayor Jerry L. Demings and District 6 Commissioner Michael Scott were featured speakers" at the ceremony [C14, C14b, C14c].
The opening
- The county's own record. The county set the ribbon-cutting for October 14, 2026 [C13]. No county record read reports that the ceremony took place [the trace].
- The news report. West Orlando News, under the byline "By Staff October 18, 2026", reported that the county "opened the Tangelo Park Community Action Center at 5160 Pueblo Street in Orlando with a ribbon cutting ceremony." [C14, C14b] The report does not give the day of the ceremony [the trace].
- So this entry measures the delay to the set day, October 14, 2026 [C13]. Ten months is the delay from the end of fall 2025; from the start of fall 2025, it is about 12.7 months [the trace].
What changed, and why, in the record's own words
- The date. The promise: "Scheduled to open in the Fall of 2025" [C1]. The budget for the year that began in October 2025: "Anticipate completion" [C7]. The release of October 2026: the county "will open" the center "on Wednesday, October 14, 2026" [C13].
- Why. No record read gives a reason for the delay [the trace]. Change Order 5 gave the reason for its own cost: "Additional steel needs to be added to the storefront system to support the necessary wind loads of the system." [C11] It added "No Additional Time." [C11]
What it cost
- The construction contract. $7,041,570 at award [C4]. Change orders before the fifth added $703,292.30 [C11], and the fifth added $1,806.21, for a revised total of $7,746,668.51 [C10]. That is $705,098.51, or 10.0%, more than the award [the trace].
- The capital plan. The FY 2025-26 budget carries the project at $8,175,000 in all [C8, C8b], and lists a separate $500,000 for it in another fund [C9].
What is still open
- The final cost, which the records read do not yet show [the trace].
What this entry did not check
- The construction contract itself and Change Orders 1 to 4 were not found online. So this entry does not know whether the contract ever carried a fall 2025 completion date, or whether its time was extended [the trace].
- The opening day. It was not attended. The commissioner's post quoted by West Orlando News was not read [the trace].
- News coverage was used to date and locate events, apart from the report of the opening [the trace].
