Verdict: DELIVERED LATE, by about two years. The West Orange Times & Observer reported on October 7, 2020, from the county's third community meeting, that construction was "currently planned to begin in winter of 2021", after permitting and bidding in summer 2021, and that "completion of Phase 1 is scheduled for fall of 2022" [C1, C27]. The county says that "In February 2024, Orange County Parks and Recreation broke ground on Phase 1A improvements" [C13], and the Observer dates the groundbreaking to Thursday, February 15, 2024 [C14]. The same sentence puts permitting and bidding in summer 2021, before construction, so this entry reads "winter of 2021" as the winter that follows, December 2021 to February 2022 [C1]. The fall 2022 completion date in the same article fits that reading [C27]. On that reading the start came about 24 to 26 months late (counted by this entry). If it is read as the winter at the start of 2021, the start came about three years late. On what was built, the Observer's article of 2020 describes the first money as paying for "the basic infrastructure for the park" and "the first phase of access drives and parking" [C39], and puts the splash pad and playground in the second phase [C40]. Phase 1A was shown open by January 22, 2026 [C18], more than three years after the fall 2022 date (counted by this entry), and it holds the playground [C20]. The splash pad is in Phase 1B [C53], and the article put it in the second phase, so it is not counted against the 2020 Phase 1; Phase 1B also holds a kayak launch and farmer's market hook-ups, which the 2020 record gives no phase [C47]. For Phase 1B, ground was broken at a ceremony on Thursday, June 18, and on June 24, 2026 the Observer wrote that construction was "expected to begin soon" [C23, C24].
Last checked: November 8, 2026.
- The promise. Construction "currently planned to begin in winter of 2021", permitting and bidding in summer 2021, and completion of Phase 1 "scheduled for fall of 2022" [C1, C27]. A community news site, not the county, reported the same dates: "Construction for Phase 1 is planned to start in Winter 2021 and be completed by Fall 2022." [C3]
- The slip. The start moved from winter 2021 to February 2024 [C1, C13, C14]. In January 2023 the Observer wrote that "a groundbreaking will take place this summer" [C7], and in March 2023 it reported Phase 1A opening in "late 2024" and Phase 1B in "mid-2025" [C9]. Phase 1A was shown open by January 22, 2026 [C18], and the Observer reports its ribbon cutting on Monday, February 16 [C31]. The Observer reported on November 25, 2025 that Phase 1B "is slated to be complete in 2027 or 2028" [C29], and on June 24, 2026 a county parks manager's estimate of spring 2027 [C25].
- The scope. The 2020 Phase 1 was infrastructure, access drives, parking and restrooms [C39, C41]. The splash pad and playground were in the second phase [C40, C44]. Phase 1A now holds the playground [C20], Phase 1B the splash pad [C53]. The record gives no phase for the kayak launch or the farmer's market hook-ups in 2020 [C47]. See the scope section below.
- The reason. The Observer, January 12, 2023: "Part of the reason for the delay in the groundbreaking for construction is the rise of construction costs in the last two years." [C8] No county document this entry read gives a reason.
- The money. $10 million was secured for the first phase in 2020 [C2]. The county now calls Phase 1A a $15.6 million investment [C20]. The two figures are not like-for-like (see the cost section below). The $15.6 million was already the figure quoted at the February 2024 groundbreaking [C69]. The added $5 million of 2023 was allocated "To compensate" for rising costs [C8], and Commissioner Wilson said it was for additional amenities or for a cost change [C50, C56]. Phase 1B has three figures in the record: $5 million [C37], $7 million [C21] and $5,565,000 [C24].
- Why the phases are arranged as they are. County officials give general reasons: infrastructure first [C41], later phases depend on funding [C6], and community surveys [C57, C59]. The county's 2020 answers also give a reason for two named items: disc golf, among several amenities, is scheduled in the second phase so the infrastructure can come first [C84, C42], and the restoration work is a statutory requirement [C77]. This entry found no source that says why the playground is in Phase 1A, why the splash pad is in Phase 1B, or why an item left the phase it had in 2020 [C72]. See the section on the county's account below.
- Today. Phase 1A was shown open by January 22, 2026 [C18, C19, C20]. For Phase 1B, ground was broken on Thursday, June 18 [C23]. The Observer's report of June 24, 2026 says construction was "expected to begin soon" [C24]. This entry read nothing dated after June 24, 2026 that says whether work has begun.
The promise
The promiser is Orange County Government, through its Parks and Recreation Division and its District 1 commissioner. The promise rests on a newspaper's report of a county meeting, not on a county page. The Observer's article of October 7, 2020 says: "Although construction isn't happening yet — currently planned to begin in winter of 2021 — the project is moving into Phase 1 design, with permitting and bidding slated to take place in summer 2021." [C1] The same article says: "Currently, completion of Phase 1 is scheduled for fall of 2022." [C27] It also says the commissioner had "secured $10 million for the park's first phase of construction" [C2].
The county's own project page for the third community meeting, which was to run online from September 8th, 2020 until September 29th, dates the meeting [C4]. Its answers say that most of the money then available would go to infrastructure [C5] and that "The schedule for phases 2-5 will be contingent on funding availability." [C6] The page does not state the winter 2021 date or the fall 2022 date; those are the Observer's [C1, C27].
A community news site, HorizonWestInfo, posted on September 8, 2020 that "Construction for Phase 1 is planned to start in Winter 2021 and be completed by Fall 2022." [C3] That is a second outlet's report of the same meeting. The county's own presentation for the meeting was not read.
What 2020's Phase 1 held, and where those items are now
The Observer reported Joe Webb, director of park planning with AECOM, on what the first money would pay for: "The initial dollars will fund the basic infrastructure for the park, such as sewer, water and utilities, as well as the first phase of access drives and parking." [C39] The county's answers for the meeting list "grading, drainage, sewer, water, access, parking and restrooms" [C41]. The article then says: "The second phase of development, Webb said, would begin adding major amenities such as the splash pad, playground, pickle ball courts, a large pavilion and a soccer field." [C40] It sets the botanical garden in a third phase [C54]. The master-plan slides shown on HorizonWestInfo's page, not on a county page, agree on the splash pad and playground, which they label under Phase 2 [C44].
- Infrastructure, access, parking, restrooms. Phase 1 in 2020 [C39, C41]. The county lists the Phase 1A work as including a new access road, utilities, parking and restrooms [C20].
- Trails. The county's answers say "Some trails are included in phase 1" [C55]. Phase 1A includes a trail [C20].
- Paved parking. The 2020 Phase 1 slide labels two paved lots, of 90 and 120 spaces, 210 in all (counted by this entry) [C43, C71]. The Observer gives Phase 1A "two paved parking lots totaling 165 parking spaces" [C65]. Phase 1B adds parking areas [C67], and the lot beside the Phase 1A pavilion is to be expanded [C68]. This entry read no count for Phase 1B's parking. It calls 165 short of a conceptual slide, not a cut.
- Splash pad. The second phase in 2020 [C40, C44]. Now in Phase 1B [C53].
- Playground. The second phase in 2020 [C40, C44]. Now in Phase 1A [C20]; HorizonWestInfo's list of the Phase 1 bid in 2023 includes "1 Playground" [C51]. This is the one item the record shows moved into Phase 1A from the second phase; the splash pad also left the second phase, for Phase 1B.
- Pavilion. The slides label an "Event Pavilion" in Phase 1 [C43] and a "Large Pavilion" in Phase 2 [C44]; the article's second phase has "a large pavilion" [C40]. The county says Phase 1A has "an event pavilion" [C20], and HorizonWestInfo's 2023 list of the Phase 1 bid has "1 Event Pavilion" [C51]. The Observer in June 2026 calls the one built "a large pavilion with eight tables and two grills" [C52]. The Observer's article of February 25, 2026 still lists a large pavilion in the later phases: "Phase 2 includes a large pavilion", from conceptual plans it credits to Mulligan Constructors [C64]. This entry makes no ruling on whether the built pavilion is the 2020 Phase 1 pavilion or the second-phase one.
- Kayak or canoe launch, farmer's market hook-ups. This entry found no phase for either in the 2020 record: none of the five phase slides labels them, and the article's phase lists do not name them [C47]. The slides' master-plan legend lists both, with no phase given [C45, C46]. They are in Phase 1B now [C53].
- Botanical garden. The third phase in 2020 [C54]. The Observer's list for Phase 1B in January 2023 includes it [C49]; its list for Phase 1B in June 2026 does not name it [C53].
- Items on the 2020 Phase 1 slide that the county's Phase 1A list does not name. The slide labels equestrian parking, a maintenance yard and restoration [C43]. The county's list for Phase 1A is introduced by the word including and names none of them [C20]. For restoration the county gave a reason in 2020 (see the county's account below) [C77]. This entry read no construction record, so it does not say they were delivered or not.
The names Phase 1A and Phase 1B appear in the Observer by January 2023, with items listed for each [C48, C49]. This entry found no source that says the 2020 Phase 1 was divided into two.
Timeline
- September 8th, 2020 until September 29th. The county's third community meeting runs online [C4]. The majority of the $10 million then available is for infrastructure [C5].
- October 7, 2020. The promise, as reported by the Observer: start "winter of 2021", completion "fall of 2022" [C1, C27]. $10 million secured for the first phase [C2]. The first money for infrastructure, access drives and parking; splash pad and playground in the second phase [C39, C40].
- January 12, 2023. The Observer: "a groundbreaking will take place this summer" [C7]. It gives the rise in construction costs as part of the delay and says "To compensate, Wilson said there is additional $5 million allocated toward funding for Phase 1 completion" [C8]. Commissioner Wilson says of it: "The $5 million is toward additional amenities" [C50], and that anything not in what was already allocated can be considered "or if the cost of what was already allocated changed, we can still bring those amenities" [C56].
- March 29, 2023. The Observer reports a town hall: the park "will open in late 2024 (Phase 1A) and mid-2025 (Phase 1B)" [C9].
- May 23, 2023. A Board of County Commissioners agenda item: a $294,000 purchase order for gopher tortoise mitigation for Phase 1A [C10].
- September 12, 2023. HorizonWestInfo reports that bidding for Phase 1 ended on August 3 and that the contractor will have 9 months to have the work substantially completed [C11].
- October 24, 2023. A Board agenda item to award Phase IA to Mulligan Constructors, Inc.: $11,704,919, including additive number 1 [C12].
- February 2024. The county says it broke ground on Phase 1A [C13]; the Observer gives Thursday, February 15 [C14]. The Observer quotes the mayor at the groundbreaking: "a $15.6 million park investment" [C69].
- September 30, 2025. A Board agenda item: change order 5, a revised lump sum contract amount of $12,641,524.19 [C15].
- October 28, 2025. A Board agenda item to award Phase 1B to CORE Engineering & Construction, Inc.: $2,945,344.98, including additive no. 1 [C16]. The Observer, October 29: the Board selected a contractor "As Phase 1A nears completion" [C17].
- November 25, 2025. The Observer reports that the Board "approved the construction contract to continue onto Phase 1B" [C28]. It says "Phase 1B will cost $5 million" [C37] and "is slated to be complete in 2027 or 2028" [C29], and that Phase 1A "should be ready for public use before the year ends" [C30].
- January 22, 2026. The Observer: the park "has completed Phase 1A of the project and now is open to the public to enjoy" [C18].
- February 13 and 16, 2026. The county's release, and the Phase 1A grand opening set for Monday, February 16, 2026 [C19]. The release says Phase 1B construction "with a budget of $7 million, is expected to begin soon" [C21]. The Observer, February 25, reports the ribbon cutting for "the grand opening of Horizon West Regional Park's Phase 1A" [C31], and a county parks manager "said Phase 1B will begin in about three months" [C32].
- June 10, 2026. The Observer announces the Phase 1B groundbreaking [C34].
- June 24, 2026. The Observer reports the Phase 1B groundbreaking on Thursday, June 18 [C23]. It writes that the budget is $5,565,000 "with construction expected to begin soon" [C24]. A county parks manager, in the Observer's words, "estimates the project could be complete by spring 2027" [C25].
What changed, and why, in the record's own words
- The start date. From winter 2021 [C1] to February 2024 [C13, C14]. The one reason the record gives is the Observer's, which calls it part of the reason: "the rise of construction costs in the last two years" [C8].
- The shape of Phase 1. The 2020 article speaks of Phase 1 and a second phase [C1, C40]. By January 2023 the Observer lists items for Phase 1A and for Phase 1B, and its list for Phase 1A includes a playground, which 2020 put in the second phase [C48, C40]. County officials have given reasons for how the park came to be arranged, in general terms (see the next section). This entry found no source that says why particular items moved between phases [C72].
- The later phases. The county's 2020 page said the schedule for phases 2 through 5 would depend on funding [C6]. On February 25, 2026 the Observer wrote that a county parks manager "said phases 2 and 3 are not yet funded" [C38]. This entry read no schedule for them.
- The completion target. The fall 2022 target, given by the Observer and by the community site [C27, C3], was not met: Phase 1A was shown open by January 22, 2026 [C18]. Phase 1A holds the items this entry could match to the 2020 Phase 1, but not every item on the 2020 Phase 1 slide (see the scope section). Phase 1B's splash pad was in the second phase in 2020 [C40], so Phase 1B being unfinished [C24, C25] is not counted against the fall 2022 date on that item. Phase 1B also holds the kayak launch and the market hook-ups, which the 2020 record gives no phase [C47], so they are neither counted against that date nor cleared.
- Restated dates that also moved. "This summer" in January 2023 [C7] became February 2024 [C13]. "Late 2024" for Phase 1A [C9] became open by January 22, 2026 [C18]; this entry found no opening day. "Mid-2025" for Phase 1B [C9] became "2027 or 2028" in November 2025 [C29] and spring 2027 in June 2026 [C25].
Why the phases look as they do, on the county's account
County officials have given reasons, in general terms. They are the county's own account, and this entry did not test whether they are true.
- Infrastructure first. The county's answers for the 2020 meeting say the infrastructure in Phase 1 "is what is required to open and safely operate the park" [C77], and that it is done early "so that future phases of development do not require disruption of previously installed improvements" [C41]. Asked "Why does the disc golf course(s) plan get pushed into phase 2 development?" [C84], the county answered that the disc golf course and several other amenities "are scheduled in the 2nd phase so that the basic infrastructure to operate the park safely can be installed prior" [C42]. That is the county's reason for one named item's phase; "pushed" is the resident's word in the question, and the answer says "scheduled".
- Restoration, a legal requirement. The same page answers a question about why so much money was going to restoration and infrastructure and why so few amenities were in Phase 1. The county's answer begins: "The restoration work included is a statutory requirement for the development of the park" [C77]. It then gives the infrastructure reason above.
- Funding, for the later phases. "The schedule for phases 2-5 will be contingent on funding availability." [C6] HorizonWestInfo wrote in 2020 that construction would take place over five phases, "as funding will happen slowly over time" [C78].
- Community surveys, for what the park holds. The county's answers say "The development priorities for the park were taken directly from the expressed community needs through the public engagement process." [C60] The Observer reported on October 7, 2020 that the county's team "ranked the most-requested amenities and included them in the development program" [C62]. Commissioner Wilson, January 12, 2023: "what they are asking for is reflected in the survey, so that's what is directing us in the allocation of these spaces" [C61]. Commissioner Wilson, at the groundbreaking, as the Observer reported on February 15, 2024: "Every phase and everything that was done here was driven by the community, and (the) community surveys really gave us a path forward" [C57]. On November 25, 2025, in a passage on Phase 1B's open green space, Wilson: "the investments were really chosen based on what the community put in their survey" [C58]. The county's release of February 13, 2026 calls Phase 1B's planned additions "amenities identified as priorities through community public surveys" [C59].
Limits of this account:
- The county names a reason for disc golf and for restoration (above) [C84, C42, C77]. This entry found no source that says why the playground is in Phase 1A, why the splash pad is in Phase 1B, or why an item left the phase it had in 2020 [C72].
- One passage can be read two ways. On Phase 1B's space for public events the Observer quotes Commissioner Wilson: "I know everyone is very eager for outdoor public events, so we wanted to make sure that if we had the possibility of doing that, that we were creating that space" [C70]. The Observer's next sentences are: "And the possibility arrived. Phase 1B will include a green space where farmers markets and community events can take place." [C85] One reading is that Wilson says why the space is in the park and the Observer then says it is in Phase 1B. The other is that the Observer ties the possibility to Phase 1B. The text supports either, and this entry makes no ruling.
- The surveys this entry can date came before the 2020 plan was reported. The Observer writes that the county "conducted public outreach for the Horizon West Regional Park Master Plan from May 2019 through September 2020" [C63], and the county's page says "Survey will be open from November 13th, 2019 until December 13th, 2019." [C83] The Observer's article of October 7, 2020 already has the playground in the second phase [C40]. So those surveys can account for what the park holds, but by themselves they leave open why the playground is in Phase 1A. No saved page dates a later survey [C73].
What it cost
- 2020. $10 million secured for the first phase [C2], mostly for infrastructure [C5].
- 2023. The Observer: "To compensate, Wilson said there is additional $5 million allocated toward funding for Phase 1 completion" [C8].
- Phase 1A. The county: "The $15.6 million Phase 1A investment focused primarily on critical infrastructure" [C20]. The construction contract on the Board's agenda was $11,704,919 including additive number 1 [C12], and $12,641,524.19 after change order 5 [C15].
- Phase 1B. Three figures: the Observer on November 25, 2025, "Phase 1B will cost $5 million" [C37]; the county's release, a budget of $7 million [C21]; and the Observer on June 24, 2026, "The total budget for the phase is $5,565,000" [C24]. The construction contract on the Board's agenda is $2,945,344.98 [C16], a contract amount and not the phase budget. This entry did not reconcile the three budget figures.
- Overall. The Observer reports that the mayor said the county is investing "more than $21 million" in the park [C26].
- Not like-for-like. The $10 million of 2020 was for the park's "first phase of construction" [C2], which the article described as infrastructure, access drives and parking [C39]. Phase 1A holds a playground that the same article put in the second phase [C40, C20], and the added $5 million can pay for either amenities or changed costs. The Observer wrote that it was allocated "To compensate" for the rise in construction costs [C8], and it quotes Commissioner Wilson: "The $5 million is toward additional amenities" [C50], with anything not in what was already allocated to be considered "or if the cost of what was already allocated changed" [C56]. The $15.6 million was already the figure quoted at the February 2024 groundbreaking, before construction began [C69]. A county investment figure is also set here against a secured sum. This entry makes no cost-overrun percentage.
What this entry did not check
- A county page that states winter 2021 or fall 2022. The dates rest on the Observer's report [C1, C27] and a community site's [C3]. The county's presentation for the meeting was not found. The slides this entry read are shown on HorizonWestInfo's page, not on a county page, and this entry read their labels on images, not in a text copy [C43, C44].
- Board minutes. This entry read four Board agenda items from 2023 and 2025 [C10, C12, C15, C16], found by search, and no minutes, so each award or change order is a Board agenda item, not a recorded approval. For the Phase 1B contract, the Observer reports that the Board approved it [C28]. It also read the eight Board agendas it found after the Observer's report of June 24, 2026 [C24]; none has an item naming the park or the Phase 1B contract [C35]. It tried only Tuesdays, and the other Tuesdays in that span returned a no-meeting page or no agenda [C36]. It did not read every Board meeting from 2020 to 2026, and it read no record of a design contract or of change orders 1 to 4.
- Why the start slipped, beyond the Observer's mention of construction costs [C8].
- Why particular items sit in the phase they do. The county gives a reason for disc golf and for restoration, and general reasons (see above) [C84, C42, C77]. No source this entry read says why the playground is in Phase 1A, why the splash pad is in Phase 1B, or why an item left the phase it had in 2020 [C72].
- The notice-to-proceed and substantial-completion dates of the Phase 1A contract. HorizonWestInfo reports a 9-month period [C11].
- Phase 1A's opening day. The Observer's January 22 report shows the park already open [C18]; the county's release set a grand opening for February 16 [C19], and the Observer reports the ribbon cutting [C31]. This entry found no report of the first day the public could enter.
- Which 2020 phase the kayak launch and the market hook-ups belonged to. The record this entry read gives none [C47].
- Whether the built pavilion is the 2020 Phase 1 pavilion or the second-phase one. The sources this entry cites name it differently [C20, C51, C52], and this entry makes no ruling.
- Phase 1B after June 24, 2026. This entry read nothing dated after that day that says whether construction has begun, or that Phase 1B is finished [C24, C33]. A search for a later report found none. The search was a few web searches and is not exhaustive. This entry did not contact the county, read a permit record or visit the site.
- What "winter of 2021" meant to the county. This entry's reading follows the order of steps in one sentence [C1].
- The pages' later edits. The words quoted are the words on those pages as fetched when this entry was checked. HorizonWestInfo's page also carries a later date; the page as captured by the Internet Archive on December 4, 2020 has the same sentence [C3].
