Verdict: PENDING, OVERDUE, by about three months. The City said construction was expected to be completed by spring 2026. Reading spring as ending with the June solstice, early on June 21, 2026, the building was three months and five days late at the last check on September 26, 2026. It was still under construction in every record read.

The promise. "Construction of the Southeast Community and Government Center is expected to be completed by spring 2026." [C1]
Still being built. The Orange County Library System (OCLS) is leasing space in the building for its Lake Nona branch [C4], and it posts dated construction updates [C13, C14].
- It reported interior walls being framed on August 7, 2026 [C13].
- It reported colored glass panels on September 8, 2026 and September 16, 2026, and called the building "the future library branch" [C14].
Not open. OCLS's list of its branches does not include a Lake Nona branch [C17].
A later date. The City's project page now gives an "Anticipated End Date" in the third quarter of 2026 [C16]. The page does not mention the spring date.

The promise

The City of Orlando announced the project's groundbreaking in a media release, last updated on December 2, 2024 [C1]:

"Construction of the Southeast Community and Government Center is expected to be completed by spring 2026."

What it is.
- The release describes a center of "approximately 15,000 square feet" that will serve as "a regional police substation" [C2].
- It "will also house the Orange County Library System's newest branch, the Lake Nona library" [C2].
- OCLS describes "the 20,000 square-foot library" [C8]. No record read explains the difference between the two sizes.
Who pays. The release says: "One million dollars was awarded to the City of Orlando to help fund the SCGC, with the land being leased from GOAA." [C3]
- GOAA is the Greater Orlando Aviation Authority, which the same release names as a partner [C3].
- The release gives no total cost [C3].

Timeline

May 16, 2022. The City Council approved an advisory committee's ranking and authorized negotiations with "the top-ranked firm, H. J. High Construction Company" [C5].
June 9, 2022. The OCLS board of trustees approved the lease for a new branch in Lake Nona. OCLS wrote: "The city of Orlando will design and construct the Lake Nona Branch as part of the new Southeast Government Center to be built on Dowden Road." [C4]
March 20, 2023. The City Council approved a pre-construction agreement [C5].
October 7, 2024. The City Council approved a guaranteed maximum price of $27,506,458.00 "for the construction of the Southeast Government Services Building and Lake Nona Library" [C6].
November 15, 2024. OCLS reported that the groundbreaking "has been rescheduled for December 3, at 10:30 a.m., at McCoy Community Park" [C7].
December 2, 2024. The City's release: construction expected to be completed "by spring 2026" [C1].
December 3, 2024. At the groundbreaking, OCLS wrote: "The project is scheduled for completion in early 2026 by H.J. High Construction Company." [C8]
Summer 2025. OCLS posted photos showing site preparation underway "as of June 24, 2025" [C9]. The concrete slab for the branch "was poured on August 5 and 7" [C10].
March 23, 2026. OCLS: "Framing out the interior of Lake Nona Branch." [C11]
June 4, 2026. OCLS: the branch "continues to take shape with window installation and interior walls" [C12].
Spring 2026 ends, with the June solstice early on June 21. The building was not complete: its interior walls were still being framed in August [C13].
June 22, 2026. A City Council agenda item for two works of art for the building said the project "allocated one (1) percent of the total construction cost toward public art, totaling $117,000.00" [C15]. It lets the artwork's colors, materials and sizing be adjusted "to accommodate for unanticipated construction circumstances", and it does not say any have occurred [C15].
August 7, 2026. OCLS: "The layout of the branch is starting to emerge as interior walls are framed." [C13]
September 8, 2026 and September 16, 2026. OCLS posted about the building's colored glass panels, calling it "the future library branch" and "our new Lake Nona location" [C14].
At the last check. The City's project page gave an anticipated start in the first quarter of 2025, an anticipated end in the third quarter of 2026, and a duration of 19 months [C16]. OCLS's branch list did not include a Lake Nona branch [C17].

What changed, and why, in the record's own words

The records read do not say why the building was not completed by spring 2026. They record these changes:

The completion date has been given three ways.
- The City's release said "by spring 2026" [C1].
- At the same groundbreaking, OCLS said "completion in early 2026" [C8].
- The City's project page now says the third quarter of 2026 [C16].
- The first two were said a day apart about the same completion. The one change over time is the City's own, from spring 2026 to the third quarter of 2026 [C1, C16].
The start. The City's project page lists the anticipated start as the first quarter of 2025 [C16]. The first site work in OCLS's photos is from June 24, 2025 [C9], and the slab was poured in August of that year [C10].

What it costs

The release gave no total cost [C3]. The City's records give three figures, each described differently:

$27,506,458: the guaranteed maximum price the Council approved on October 7, 2024, "for the construction of the Southeast Government Services Building and Lake Nona Library" [C6].
$13,000,000: the "Budget" on the City's project page [C16].
$117,000: the public art, "one (1) percent of the total construction cost" of the "SEGS Building project" [C15]. By that percentage, the construction cost it refers to is about $11.7 million.

No record read explains the differences between these figures.

What to watch

The City's current date. The project page gives the third quarter of 2026 [C16]. That quarter ends on September 30.
The library's opening. OCLS's branch list [C17] and its dated construction updates [C14].

What this entry did not check

Permits. Building permits, certificates of occupancy and inspections were not searched. The reading that the building was not completed rests on OCLS's dated updates, its branch list and the City's own later end date [C13, C14, C16, C17].
The library board. The OCLS board's minutes for 2025 and 2026 were not read.
The early Council items. The 2022 and 2023 items are cited as the Council's minutes of October 7, 2024 describe them [C5].
The artwork vote. The Council's vote on the June 22, 2026 artwork item was not read, only its agenda memo [C15].
