Verdict: DELIVERED LATE, and SMALLER than announced. Orlando Health's release of September 27, 2021 said the expansion "is anticipated to be completed in late fall 2023." [C3] The hospital's own release of February 8, 2024 says: "The tower officially opens Feb. 12" [C19] and calls it "The completion of this expansion project" [C25]. The opening day, February 12 of 2024, is 53 days after December 21, the solstice that ends fall astronomically, and 74 days after November 30, the end of fall as meteorologists count it (both counted by this entry). On bed count, the 2021 releases announced a 95-bed tower [C2, C28]; the 2024 release lists "The addition of 88 new patient beds total" [C20]. The same release lists, as a separate item, "Seven new postpartum beds and a state-of-the-art nursery, added in March 2022" [C21]; 88 and 7 add to 95 (counted by this entry). The 2021 releases name the 95-bed tower apart from the Women's Center renovations [C2, C4, C28], so on their words the tower's beds read 88 against 95; no record read says whether the 2021 figure counted the seven.
Last checked: November 2, 2026.
- The date. Promised: completion in late fall 2023 [C3, C7]. Announced as done, in the release dated February 8, 2024 [C18]: the tower opens February 12 [C19]. This entry measures to the opening day the hospital announced. No record read gives an earlier completion date, so the tower may have been finished before it opened.
- The beds. 95 in the 2021 releases [C2, C28]; up to 110 in the city's 2020 permit request [C9] and 110 in what Orlando Health told the Clermont council that year [C13]; 88 "new patient beds total" in the 2024 release [C20]. The release also lists "Seven new postpartum beds and a state-of-the-art nursery, added in March 2022" as a separate item [C21]. It does not say whether the 88 includes those seven, why the figure fell from 95, or what the 88 counts. 88 and 7 add to 95 (counted by this entry), so the "smaller" reading rests on the 2021 releases naming the tower apart from the Women's Center work [C2, C4, C28].
- What the hospital says it is now. The 2024 release calls the existing hospital "the existing 147-bed acute care hospital" [C17]. The hospital's About page, which carries no date, says "With 170 beds and more than 1,600 employees" [C26]. These are different measures and this entry does not add or reconcile them.
- What it cost. None of the three Orlando Health releases states a total cost. The one project dollar figure is a $50 million grant toward it [C6, C27].
- What is still open. When the tower was actually finished; how the 95 beds became 88; how the hospital stands today.
The promise
Orlando Health's release is dated "Orlando, FL (September 27, 2021)" and says the hospital "officially broke ground on the construction site for its new patient tower" [C1]. It describes "the construction of a new 95-bed patient tower" [C2]. The schedule sentence: "The expansion will generate more than 500 construction jobs and is anticipated to be completed in late fall 2023." [C3] The same release says "Renovations for the hospital's Women's Center will be completed in early 2022" [C4].
The first announcement, dated "Orlando, FL (August 10, 2021)" [C8], carries the same schedule wording, "is anticipated to be completed in late fall 2023" [C7], and the same 95-bed tower [C28].
The September 2021 release no longer opens at its address on Orlando Health's website. This entry quotes a saved archive copy of it, which carries the release's text [C1 to C6]. The August 2021 and February 2024 releases are on southlakehospital.com [C7, C17].
Timeline
- July 7, 2020. The city of Clermont's Planning and Zoning agenda: "South Lake Hospital is requesting a new inpatient tower with up to 110 beds" [C9].
- July 28, 2020. The City Council agenda lists "South Lake Hospital Bed Expansion Table to August 25, 2020" [C10].
- August 25, 2020. The Council agenda repeats the request [C11]. The minutes say staff reported that "the applicant is seeking a Conditional Use Permit (CUP) to allow for an expansion that will bring total beds to 250" [C12], and Orlando Health told the Council "The five (5)-story tower will bring 110 beds to the community." [C13] The minutes record "MOTION TO APPROVE the CUP request for South Lake Hospital" [C14] and "Passed unanimously vote with all members present voicing aye." [C15] The resolution's title includes "TO INCLUDE A NEW INPATIENT TOWER WITH BED EXPANSION AND MASTER SITE PLAN IMPROVEMENTS" [C16].
- August 10, 2021. Orlando Health announces the project, with completion "in late fall 2023" [C7, C8].
- September 27, 2021. Groundbreaking; the same date restated [C1 to C3]. The release credits the project in part to "a $50 million grant from The Live Well Foundation of South Lake" [C6].
- March 2022. Seven postpartum beds and a nursery are added [C21].
- February 8, 2024. The release is dated "Clermont, FL (Feb. 8, 2024)" [C18]. It says the hospital "is opening its new five-story patient tower as an extension to the existing 147-bed acute care hospital" [C17] and "The tower officially opens Feb. 12" [C19]. It says the road work was done: "The project also included the realignment of Don Wickham Drive at Legends Way and Citrus Tower Boulevard, which adds a new stoplight to improve traffic flow." [C23] A ribbon cutting was held on the Thursday [C24].
- Undated, read on the day of the last check. The hospital's About page says "With 170 beds and more than 1,600 employees" [C26].
What changed, and why, in the record's own words
- The schedule. No Orlando Health document read revises "late fall 2023" before the opening. The records read do not say why the opening came after it. The hospital's own words on completion are the February 8, 2024 sentence: "The completion of this expansion project marks a special moment in time for our hospital." [C25]
- The bed count. 110 beds in the city's 2020 approval [C9, C13], 95 in the 2021 announcements [C2, C28], "88 new patient beds total" in the 2024 list [C20]. The records read give no reason for the changes. 88 and the seven postpartum beds [C21] add to 95 (counted by this entry); the record does not settle whether the 2021 and 2024 figures count the same thing. The 2020 minutes also speak of a total of 250 beds [C12], which is a hospital total and a different measure from the tower's new beds.
- The cost. The project's one dollar figure in the releases is the $50 million grant [C6]. No total is stated [C27].
What it cost
No total cost for the project appears in the three Orlando Health releases [C27]. A news search result gave a larger figure; it was not opened and is not used here.
What the Clermont records show
The trace paged every meeting Clermont publishes on CivicClerk from June 2019 to November 2026: 488 events (the tool's paged count, which includes meetings with no file) and 538 agendas and minutes files, which carry 482 distinct date-and-meeting pairs. The hospital is named in 7 documents: the four 2020 permit agendas, a 2023 sign variance for the campus and two passing mentions. An eighth file, a set of 2023 council minutes, matched the search only on the street name "Legends Way", in a list of venues for a sports event; it does not name the hospital. None of the 2023 to 2026 minutes records the tower, its opening or a change. The city's file list holds no minutes for 2019 to 2022, so that statement does not reach those years. The permit was granted in 2020 [C14, C15], so a later council record was not necessarily to be expected.
What this entry did not check
- When the tower was finished. No certificate of occupancy or building-permit record was read.
- Why 95 became 88. No licensed-bed record from the state's Agency for Health Care Administration was read.
- The December 2022 topping-out release. News coverage says the date moved to early 2024 then; Orlando Health's own release could not be retrieved (HTTP 429 and wrong guesses at the address). Nothing here rests on the news report.
- Lake County records and any record of the tower in use after it opened.
- Scanned minutes. The 36 image-only minutes files were searched through Windows OCR text; a name the OCR misread would be missed. No quote in this entry rests on them.
