Verdict: DELIVERED ON TIME. Orlando Health's own release of April 16, 2025 said: "The additional resources are expected to be ready for patient use in January 2026." [C1, C5] On January 22, 2026 ClickOrlando reported: "Next week, Orlando Health in St. Cloud will open a major expansion at its hospital, including new cardiac catheterization labs and ICU rooms." [C15, C16] On January 29, 2026 the Osceola News Gazette ran the headline "Orlando Health St. Cloud Hospital completes $32 million expansion" [C23, C25]. The 24-hour heart-attack (STEMI) program the annex was built for was launched on July 7, 2026 [C28, C29].

The promise. Two cardiac catheterization laboratory procedure rooms and a new 10-bed ICU in a two-story, about 20,000-square-foot annex, "expected to be ready for patient use in January 2026." [C2, C3, C5] The release names no date for the end of construction and no cost [C1 to C7].
Where "October 2025" comes from. The Osceola News Gazette wrote, in its April 2025 story on the annex topping out: "Construction on the new space will be completed in October 2025 and is expected to become operational in January 2026." [C11] The construction date is the paper's wording, not Orlando Health's.
What the record shows about the opening. The news reports above put the opening in the week after the January 22 story, inside the month promised [C5, C15, C23]. No Orlando Health record read names the opening day.
What was delivered. The January 2026 stories describe a 20,000-square-foot expansion with a 10-bed ICU [C19] and new cardiac catheterization labs [C15]. The News Gazette said in 2025 that the cath labs were "a new capability at the St. Cloud location." [C12]
What is still open. The ICU count (see below), the STEMI certification itself, and the opening day.

The promise

Orlando Health's release is dated "Orlando, FL (April 16, 2025)" [C1]. The words below are from the copy of that page captured by the Internet Archive on May 16, 2025. It describes "the addition of two state-of-the-art cardiac catheterization laboratory procedure rooms, plus a new 10-bed intensive care unit." [C2] The two cath rooms are on the first floor and the ICU is on the second [C6, C7]. The release adds: "The additional resources are expected to be ready for patient use in January 2026." [C5]

Timeline

April 16, 2025. Orlando Health's release. Construction is under way, and the helipad has been moved to 17th Street and Communication Way to make room [C1, C3, C4].
April 24, 2025. The News Gazette reports the annex topped out and gives "October 2025" for construction and January 2026 for operation [C11]. It says the 10-bed ICU "comes on top of 18 new Emergency Room lower-order treatment rooms, which became operational earlier this year" [C13]. Healthcare Design, crediting that paper, puts the 18 emergency rooms inside the annex [C14]. The News Gazette's wording is the one used here.
January 22, 2026. ClickOrlando: the expansion will open "Next week" [C15, C16]. Hospital president Brian Wetzel is quoted: "As of this summer, we would become a STEMI-certified facility through this expansion" [C18].
January 23, 2026. Positively Osceola: "With the official opening just days away" [C20, C33].
January 29, 2026. News Gazette headline: "Orlando Health St. Cloud Hospital completes $32 million expansion" [C23, C25]. The paper writes: "Hospital officials say the expansion was completed on right on schedule." [C24]
April 22, 2026. Orlando Health's heart-care page, as captured that day, lists: "Our heart care services include: Cardiac catheterization" [C27].
June 6, 2026. Orlando Health's release page, as captured that day, still carries the April 2025 text, with the word "upcoming" in its headline and the January 2026 sentence unchanged [C8, C9]. Read that page as the January 2026 promise, not as current status.
July 7, 2026. The News Gazette: "The hospital has announced it's launched a STEMI (ST-Segment Elevation Myocardial Infarction) program with a cardiac care team available 24/7" [C28, C29]. Positively Osceola: "The new program features a dedicated cardiac care team and a state-of-the-art cardiac catheterization laboratory available 24 hours a day, seven days a week." [C30]

What changed, and why, in the record's own words

The schedule. It did not slip in the record read. Orlando Health said January 2026 in April 2025 [C5], the same sentence was still on its page in June 2026 [C9], and the news put the opening inside January [C15, C23].
The STEMI program. In January 2026 the hospital president said the hospital would become a STEMI-certified facility "As of this summer" [C18]. The program launched on July 7, 2026, in that summer [C28, C29]. The News Gazette had said in January that the expanded cardiac treatment area "enables the hospital to achieve ST-Elevation Myocardial Infarction (STEMI) certification" [C26]. The July reports say "launched" and "program"; whether the hospital is certified is not established here [C29, C30].
The ICU count. Orlando Health's release says the new ICU "will replace the existing unit" [C6]. ClickOrlando says the new rooms are "bringing the hospital's total to 18" [C17]. These two do not agree, and nothing read settles which is right. This entry describes the ICU as the new 10-bed unit that both Orlando Health and Positively Osceola name [C2, C19].
Why the dates held. Nothing in the record read moved the January 2026 date, so there is no change to explain.

What it cost

One dollar figure was found: "$32 million", in the News Gazette's headline of January 29, 2026 [C23]. Orlando Health's release states no cost [C1 to C7], so there is no announced cost to compare it with.

What this entry did not check

Orlando Health's live website. orlandohealth.com answered with a bot checkpoint (HTTP 429), and the trace did not try to get past it. Every Orlando Health page quoted here is an Internet Archive copy, with its capture date stated.
The opening day. No Orlando Health release naming it was read. A Becker's Hospital Review story on the opening could not be opened (HTTP 403) and is not cited.
The licensed ICU beds. The state's licensing records were not read, so 10 against 18 is unresolved.
City of St. Cloud records. The text of 55 agenda-packet PDFs (13,645 pages), the ones the city's records system returned for 2025 and the first half of 2026, was searched, and none of those pages was about the annex. Another 22 PDFs have 2,057 pages with no readable text, and those were not read. Meetings after the last one saved and building-permit records were not read. A hospital project on hospital land may never have needed a council vote.
The certification. No record read says the hospital has been certified as a STEMI center.
