Verdict: PENDING, OVERDUE, by 9 months and 14 days. In a release last updated on October 28, 2020, the City of Orlando set "the city's sustainability goal for transitioning LYMMO, downtown Orlando's fare-free circulator, to a 100% zero-emissions fleet by 2025." [C1, C2] Reading "by 2025" as by the end of 2025, the latest the words allow, the goal is 9 months and 14 days overdue at this entry's last check [C2]. The 14 electric buses the release named did reach LYMMO, late. The release's date for them was 2021 [C4]. LYNX's August 2023 minutes list the last six among the "past year's accomplishments" [C19, C20, C21], and in May 2024 LYNX, which runs LYMMO, said it "operates fourteen (14) battery electric buses (BEB) on the LYMMO service." [C25, C26] But in its 2025 fiscal year, LYNX's results say "Increased costs were driven by CNG vehicle usage on LYMMO routes due to electric vehicle downtime." [C40, C41, C42] In May 2026, its amended budget gives "the electric fleet being largely out of service." [C28, C30]
Last checked: October 14, 2026.
- The promise. A LYMMO fleet that is "100% zero-emissions" by 2025, with 14 electric buses as the step toward it [C2, C4].
- The 14 buses: delivered late. The release said eight by the end of 2020 and 14 in 2021 [C3, C4]. LYNX counted "14 battery electric buses currently in the fleet" on March 28, 2024 [C23, C24].
- A new date in 2022, also missed. On February 24, 2022, LYNX's board minutes say "The LYMMO fleet is expected to be fully zero-emission by the end of this year." [C12, C13] No LYNX record read says the LYMMO fleet became all zero-emission at any point [the trace].
- 2025 and 2026: "electric vehicle downtime". In LYNX's 2025 fiscal year, its results give "CNG vehicle usage on LYMMO routes due to electric vehicle downtime" [C42]. The minutes of LYNX's May 28, 2026 board meeting, chaired by Mayor Dyer, record that fuel had increased "due to the Lymmo electric buses not running at full capacity" [C31, C32].
- Why. The LYNX records read name no cause for the downtime [the trace]. LYNX's own fleet plan, in March 2025, says "Battery electric buses require more time to identify and fix issues compared to CNG and diesel" [C33, C34, C35].
The promise
The City of Orlando's release, "Last updated on October 28, 2020", announced the first electric LYMMO bus [C1, C2]. LYMMO is downtown Orlando's fare-free circulator, and LYNX runs it [C2, C26]. The release said:
"This electric bus is the first investment toward achieving the city's sustainability goal for transitioning LYMMO, downtown Orlando's fare-free circulator, to a 100% zero-emissions fleet by 2025. In addition to this electric bus, seven additional zero-emission, all-electric buses will be added to service by the end of this year." [C2, C3]
It went on: "Also in 2021, through additional FTA grant funding, six more electric buses will also be added which will bring the zero-emission fleet of LYMMO buses to a total of 14." [C4]
- Which fleet. The goal covers the LYMMO fleet, not all of LYNX's buses [C2]. The LYMMO operations agreement in LYNX's records sizes that fleet at 14: "The year 2016 service plan will require a fleet of 14 buses based on a peak requirement of 11 buses plus three (3) maintenance spares." [C16]
- The deadline. This entry reads "by 2025" as by the end of 2025, the latest the words allow [C2].
- The release is no longer on the city's site. Its address now returns "Error 404 - Page Not Found - City of Orlando"; this entry reads it from the Internet Archive's saved copy [C5, C1].
Timeline
- October 7, 2020. The Orlando Utilities Commission (OUC) wrote: "LYNX will add 14 battery electric buses to its fleet later this year", partly funded by a $1.9 million federal grant [C8, C9]. The maker was Proterra [C10].
- October 28, 2020. The city's release and its goal [C1, C2].
- Early 2022. A LYNX post, reprinted in its February 24, 2022 board package, said: "We currently have nine electric buses and six more are on order." [C11]
- February 24, 2022. LYNX's board minutes: "The LYMMO fleet is expected to be fully zero-emission by the end of this year." [C12, C13] The same minutes say "The first electric bus was ordered in summer of 2020", and that before the end of 2022 "the LYMMO fleet will be one hundred percent electric buses." [C14, C15]
- May 26, 2022. LYNX's board minutes: "Eight battery electric buses are in service, and six battery electric buses are on order." [C17, C18]
- August 24, 2023. LYNX's board minutes, in an update that "lists past year's accomplishments", include "six new battery electric buses" [C19, C20, C21]. The capital budget in the same package carries "(6) 35 Ft Electric Buses (6 - Carryover from FY23)" [C22].
- March 28, 2024. A LYNX board item counts "14 battery electric buses currently in the fleet" [C23, C24].
- May 23, 2024. A LYNX board item: "LYNX operates fourteen (14) battery electric buses (BEB) on the LYMMO service." [C25, C26] It adds: "The design specifications for the LYMMO electric buses were specific to short routes with dedicated guideways." [C27]
- March 27, 2025. LYNX's Oversight Committee heard the "LYNX Fleet Transition Plan" [C33, C34]. The minutes say "Battery electric buses require more time to identify and fix issues compared to CNG and diesel" [C35].
- June 23, 2025. LYNX's Finance and Audit Committee heard its 2025 second-quarter results: "Utilities are favorable by $419,000, partly due to electric fleet usage fluctuations." [C37, C38, C39]
- The end of 2025. The deadline, read as above [C2].
- January 15, 2026. LYNX's Finance and Audit Committee heard its 2025 fiscal-year results: "Increased costs were driven by CNG vehicle usage on LYMMO routes due to electric vehicle downtime." [C40, C41, C42]
- May 28, 2026. LYNX's amended 2026 budget gives "the increased use of non-electric vehicles on the LYMMO service" and "the electric fleet being largely out of service." [C28, C29, C30] The minutes of that day's board meeting record that fuel had increased "due to the Lymmo electric buses not running at full capacity" [C31, C32].
- September 17, 2026. LYNX's board item on surplus vehicles lists "52 Revenue Vehicles and 5 components that have reached the end of their useful life" [C44, C45]. Among them are four "Gillig 35' BRT Lymmo Hybrid Bus" units, two dated 2013 and two dated 2014 [C46, C47].
What changed, and why, in the record's own words
- The 14 buses arrived later than the release said. The release's dates were the end of 2020 for eight and 2021 for all 14 [C3, C4]. LYNX's minutes counted eight "in service" and six "on order" in May 2022 [C18]. The last six were among the "past year's accomplishments" listed in August 2023 [C20, C21], and all 14 were "in the fleet" by March 2024 [C24].
- The date for a full zero-emission fleet moved earlier, then passed. In February 2022, LYNX's minutes put it at "the end of this year", that is, 2022 [C12, C13]. No LYNX record read says that date or 2025 was met [the trace].
- "Reduced electric vehicle operations". LYNX's committee minutes give "electric fleet usage fluctuations" in the second quarter of its 2025 fiscal year and "electric vehicle downtime" for the whole year [C39, C42, C43]. In May 2026, its amended budget gives "the electric fleet being largely out of service" [C28, C30].
- Why. The LYNX records read give no cause for the downtime [the trace]. Its fleet plan says only that battery electric buses "require more time to identify and fix issues compared to CNG and diesel" [C35].
- Two counts differ in 2022. LYNX's post said "nine electric buses" and its May 2022 minutes said "Eight battery electric buses are in service"; both are given as written [C11, C18].
What it cost
- The federal grant. OUC put the Federal Transit Administration grant at "$1.9 million" and said it funded the buses in part [C9].
- The city's release names the grant without giving its amount [C2, the trace].
- The fuel and power. For its 2025 fiscal year, LYNX reported "Fuel Expense is unfavorable by $316K, all on fixed-route side", driven by "CNG vehicle usage on LYMMO routes", and "Utilities are favorable by $758K, due to reduced electric vehicle operations" [C42, C43].
- In FY2024 LYNX received a $27.6 million grant for CNG buses. Its fleet plan says "in FY2024 LYNX received a $27.6 million low/no emission grant from the Federal Transit Administration for thirty CNG buses" [C36].
What is still open
- The goal itself. No 2025 or 2026 record found restates the city's 2025 goal or withdraws it [the trace].
- The electric buses. As of LYNX's May 28, 2026 records, the electric fleet was "largely out of service" [C30]. The September 17, 2026 surplus list holds no electric bus [C44, the trace].
What this entry did not check
- City of Orlando council and committee records, beyond a search of orlando.gov that found only the removed 2020 release [the trace].
- The Federal Transit Administration's award list, which returned an error; the grant amount rests on OUC's figure [the trace].
- How many electric buses ran on any given day in 2025 or 2026. The records give the effect in dollars and words, not a count [the trace].
- The buses' maker. News reports of Proterra's 2023 bankruptcy were not used, because no LYNX record read ties it to LYMMO [the trace].
- A records request to LYNX or the city: none was made [the trace].
