Verdict: DELIVERED LATE (completed in 2022, against a promised 2020). In February 2019 the airport said its terminal expansion, "estimated at $60 million", would bring "three new baggage carousels and an additional ticket counter, as well as a canopied passenger drop-off and pick-up area", and "We're currently on track to complete renovations in 2020" [C1]. Within a month, the airport authority's own audited statements said the project "should complete construction in 2021" [C3]. In a later, undated post the airport called it "Our $65 million expansion and renovation project" and said it was "nearly complete", with the canopy, the ticketing hall, a consolidated screening area and "3 new baggage carousels" in place [C8, C9]. The authority's later audits record the project as "completed in 2022" [C14, C15]. Its fiscal 2022 audit capitalized the project at $73.6 million [C13].

The promise

The airport's post "Progress on Our Expansion Project" says [C1]:

"The project, estimated at $60 million, will add almost 50k square feet of space to the airport. These renovations include three new baggage carousels and an additional ticket counter, as well as a canopied passenger drop-off and pick-up area"
