Did Osceola County finish its four priority road projects by 2025, as it said in 2021?

Verdict: PENDING, OVERDUE, by about nine and a half months. In a news release of February 5, 2021, Osceola County named four "priority roads", Poinciana Boulevard, Simpson Road, Boggy Creek Road and Partin Settlement Road, "with all projects expected to be complete by 2025." [C1, C39b] Reading "by 2025" as by the end of 2025, the promise is 9 months and 13 days overdue at this entry's last check [C3]. One road is finished: on October 12, 2026 the county celebrated the completion of Simpson Road's last segment [C36b, C40]. The other three are in construction on the county's project pages: Poinciana Boulevard [C9], Boggy Creek Road [C22] and Partin Settlement Road, whose schedule now runs into the first quarter of 2027 [C20, C44].

The promise. Four roads, with "all projects expected to be complete by 2025" [C39b].
Simpson Road: finished, in three segments. The first opened on September 4, 2024 [C26, C28]. The south segment "was complete as of November 18, 2025" [C32]. The county celebrated the completion of the north segment, the last, on October 12, 2026, 9 months and 12 days after the end of 2025 [C36b, C40].
Poinciana Boulevard: in construction. Its project page says "This project is now in construction." [C9] The county's 2023 target was "the summer of 2026" [C7].
Boggy Creek Road: in construction. On its project page, construction is the current stage, "Estimated 2024 - 2026" [C22].
Partin Settlement Road: in construction. Its project page's Lifecycle box, at the Construction stage, says "Partin Settlement Road Widening is currently at this stage" [C44]. The schedule on that page ends construction in the first quarter of 2027; the county's 2023 release had said "fall 2026" [C15, C20].
The cost. The chairman's figure in the release covered the county's transportation projects as a whole: "more than $200 million in projects on the way" [C4]. The county's later releases give $80.5 million for Poinciana Boulevard, $42.5 million for Partin Settlement Road, and "over $103 million" for Simpson Road's north and south segments [C6, C13, C29].

The promise

Osceola County's release PR21-18, "Osceola County Opens Cross Prairie Parkway", is dated February 5, 2021 [C1]. It announced the opening of Cross Prairie Parkway, then named the county's other priority roads:

"Work on the Neptune Road project is expected to begin in the fall of 2022. Other priority roads include: Poinciana Boulevard, Simpson Road, Boggy Creek Road and Partin Settlement Road – with all projects expected to be complete by 2025." [C39, C39b]

In the same release, the Commission's chairman, Brandon Arrington, said: "The County Commission is committed to improving our transportation infrastructure with more than $200 million in projects on the way" [C4b].

Which projects. This entry measures the four roads the release lists. The sentence before them names the Neptune Road project. The release's words leave open whether "all projects" takes Neptune Road in, and this entry did not trace it [C39, C39b].
The deadline. This entry reads "by 2025" as by the end of 2025, the latest the words allow [C3].

Timeline

February 5, 2021. The promise [C1, C39b].
September 19, 2023. On Partin Settlement Road, the county was "expected to start construction October 2" on a "$42.5 million improvement project", and "Project completion is scheduled for fall 2026." [C13, C14, C15, C16]
October 4, 2023. The county's release "Construction Starts on Poinciana Boulevard Widening" described an "$80.5 million improvement project" [C6, C8]. The project would "widen Poinciana Boulevard for approximately 5.6 miles from Pleasant Hill Road to Trafalgar Boulevard to a four-lane roadway", and "Project completion is anticipated in the summer of 2026." [C5, C7]
Late 2023. Construction began on both roads. Poinciana Boulevard's page says "Construction on this Project began in late 2023." and Partin Settlement Road's page says "Construction began on this Project in late 2023." [C11, C18]
January 3, 2024. "The Simpson Road Widening and Improvement Project began on January 3, 2024" [C31, C43c]. The work was to be "done concurrently in two sections": the north segment was "scheduled to take approximately three years", and the south was "anticipated to take approximately two years" [C30, C43, C43b].
September 4, 2024. The county "opened a 1.2-mile stretch of a new and improved Simpson Road, between Myers Road and Boggy Creek Road" [C28, C41b]. That project was "completed four months ahead of schedule and on budget" [C27]. The same release listed "the widening of Poinciana Boulevard, Boggy Creek Road, Partin Settlement Road, Neptune Road" among the "Other projects currently under construction" [C41].
November 18, 2025. On Simpson Road South: "This project was complete as of November 18, 2025." [C32]
The end of 2025. The promise's deadline, read as above. Two of Simpson Road's three segments were finished [C26, C32]. None of the other three roads was finished: each is still in construction on its page in 2026 [C9, C22, C44].
June to September 2026. The three project pages, as last updated:
- Partin Settlement Road, "Page last updated: 29 Jun 2026": the schedule it shows ends construction in the first quarter of 2027 [C19, C20].
- Boggy Creek Road, "Page last updated: 15 Jul 2026": construction is the current stage, "Estimated 2024 - 2026" [C22, C23].
- Poinciana Boulevard, "Page last updated: 14 Sep 2026": "This project is now in construction." [C9, C10]
October 12, 2026. "Osceola County celebrated the completion of the Simpson Road North Widening and Improvement Project with a ribbon-cutting ceremony on Monday, October 12, 2026." [C36b] The county said "The $73.2 million Simpson Road North project was completed 241 days ahead of schedule" [C35]. It was "the last and longest segment needed to complete the widening of the Simpson Road corridor from two to four lanes between U.S. 192 and Boggy Creek Road" [C40].

What changed, and why, in the record's own words

By 2023, the county's own dates were in 2026. As construction began, the county's releases gave "fall 2026" for Partin Settlement Road and "the summer of 2026" for Poinciana Boulevard [C15, C7]. In January 2024 it gave Simpson Road North "approximately three years" [C30].
Partin Settlement Road. Its date moved again, from "fall 2026" to the first quarter of 2027 on the schedule its page now shows [C15, C20].
Poinciana Boulevard. The schedule its page still shows ends construction in the third quarter of 2026 [C12]. The page, as last updated in September 2026, says the project "is now in construction" [C9, C10].
Boggy Creek Road. Its page estimates construction for "2024 - 2026", and the schedule it shows ends construction in the fourth quarter of 2026 [C22, C24].
Simpson Road. The county says its first and last segments came in ahead of their own schedules: "four months ahead of schedule and on budget", and "241 days ahead of schedule" [C27, C35].
Why. The county records read give no reason for the dates past 2025 [the trace].
Two county figures differ. Poinciana Boulevard's length is "approximately 5.6 miles" in the October 2023 release and "approximately 5.7 miles" on its project page [C5, C9].

What it cost

The chairman's figure covered the county's transportation projects as a whole, not the four roads alone: "more than $200 million in projects on the way" [C4, C4b].
Poinciana Boulevard: "This $80.5 million improvement project" [C6].
Partin Settlement Road: "This $42.5 million improvement project" [C13].
Simpson Road.
- In January 2024 the county put the north and south segments at "over $103 million" [C29].
- The first phase was "The $20.9 million project" [C27]. Toward it, the Florida Department of Transportation and MetroPlan Orlando "provided nearly $14 million" [C42].
- At its completion, the north segment was "The $73.2 million Simpson Road North project" [C35].
Boggy Creek Road: no county record read gives its cost [the trace].

What is still open

Poinciana Boulevard. The last target the county stated, "the summer of 2026", has passed [C7]. Its page says "This project is now in construction." [C9]
Boggy Creek Road. Its page's estimate runs to 2026 [C22].
Partin Settlement Road. Its schedule runs into the first quarter of 2027 [C20].
Neptune Road. It is named in the sentence before the promise [C39], and it was among the "Other projects currently under construction" in September 2024 [C41]. This entry did not trace it.

What this entry did not check

The Board of County Commissioners' agenda items, such as change orders and time extensions [the trace].
A records request for the projects' files: none was made [the trace].
