Verdict: DELIVERED ON TIME (on the city's own account of the opening).

The City of Orlando's release for the August 7, 2024 groundbreaking said "The new station is expected to be completed by the fall of 2025" [C1]. The city's station page says "On November 18, 2025, the new Fire Station 6 opened on 3900 Showalter Aviation Street" [C11]. The only record of the opening I found is that page [C11]. The promise

The City of Orlando's release for the groundbreaking, last updated August 7, 2024 [C1]:

"The new station is expected to be completed by the fall of 2025"

The station page in December 2024 and March 2025 said the same in other words: "expected to be completed by Fall 2025" [C8, C9]. The release says the station "will be home to 36 firefighters, house four bays and three fire apparatus", an engine, a tower truck and a rescue [C2].
