Verdict: PENDING, OVERDUE by about 19 months. Accor, Fairmont and the developer Development Ventures Group (DEVEN) said in a joint release dated November 4, 2021: "Scheduled to open in early 2025" [C1, C2]. The hotel is not open, and no opening date is on record. Counting from the end of March 2025, the date is about 19 months past; counting from the end of June 2025, the latest the release's "early 2025" could mean, it is 16 months. Accor wrote on January 29, 2024: "By 2027, the brand will also introduce Fairmont Orlando" [C24, C25]. That later date has not yet arrived, so this entry does not call the project abandoned.

The promise. A seven-story Fairmont with 550 guestrooms on 30 acres "in the heart of Orlando's entertainment district", developed by DEVEN, to open in early 2025 [C2 to C5].
Where it stands. Not open. Fairmont's "New & Upcoming" page and Accor's 2026 openings page, both read for this entry, do not name Orlando [C26, C27].
The latest company date. "By 2027", from Accor's own page of January 29, 2024 [C24, C25]. No later date from Accor or Fairmont was found.
County records. Orange County's Board of County Commissioners approved plans for a hotel planned development on the same lot between 2021 and 2023 [C9, C12, C14], and on April 23, 2024 approved an easement for a permit named "Orlando Luxury Resort Hotel" on that lot [C20, C21, C33, C34, C35]. No county record names Fairmont (see the section on how the county records connect to the Fairmont).
What is still open. Whether the permit is issued or closed, whether anything is being built, and whether the company has a new date.

The promise

The release is dated "TORONTO, November 4, 2021" and comes from Accor with Fairmont and DEVEN [C1]. Its schedule sentence is the one quoted above [C2]. It says the hotel will have 550 guestrooms and be "seven-story" [C3], that it will be "located on 30-acres in the heart of Orlando" [C4], and that "Development Ventures Group (DEVEN) will serve as the developer" [C5]. Hospitality Net carried the same release [C6], and an Internet Archive capture of that page, stamped November 5, 2021, carries the same early-2025 sentence [C36]. The release names no street.

Timeline

October 26, 2021. The Board approves the land-use change for the Ten Acres International Orlando planned development [C8, C9]. The county's staff report gives the proposed use as "850 hotel rooms (proposed PD)" [C7].
November 4, 2021. The release, with "early 2025" as the opening [C1, C2].
December 13, 2022. The Board approves the preliminary subdivision plan, which creates one lot from 29.89 acres [C11, C12]. The county's staff report says: "The subject property is currently entitled for up to 850 hotel rooms." [C13]
February 21, 2023. The Board approves two amendments to the plan [C14].
March 3, 2023. Orlando 5 Star Hotel Owner LLC is filed with the State of Florida [C19].
May 3, 2023. WFTV reports that the company bought a 28-acre parcel from GCB Associates LLC [C16]. GrowthSpotter, citing county deed records, reports 30 acres for $16 million [C17]; the copy of that page I read declares its last edit as December 7, 2023. I did not read the deed.
January 29, 2024. Accor's page says: "By 2027, the brand will also introduce Fairmont Orlando" [C24, C25].
April 23, 2024. The Board approves a utility easement from Orlando 5 Star Hotel Owner LLC for "Orlando Luxury Resort Hotel Permit B22906377 OCU File #100549" [C20, C33, C34, C35]. Its purpose line reads: "To provide a permanent Utility Easement as required for development." [C22] It covers 540 square feet [C23].
September 27, 2026. A travel blog, Your Mileage May Vary, writes that "from South International Drive, I still couldn't see any evidence that a hotel is being built." [C30] That is a view from the road, not a company or county record.

What changed, and why, in the record's own words

The date. The release said early 2025 [C2]. Accor's page of January 29, 2024 says "By 2027" [C24, C25]. The page gives no reason for the later date. The same blog post says: "I haven't found a newer opening date from the company." [C31]
The size. The release says 550 guestrooms and 30 acres [C3, C4]. The county's plan is for up to 850 hotel rooms on 29.98 gross acres [C13, C15], and its subdivision plan covers 29.89 acres [C11]. The two room figures are for different things (the release for one hotel, the county's for the planned development), and this entry does not reconcile them. It uses about 30 acres.
The cost. The release named no cost [C1 to C5]. The only price in a source read is the $16 million paid for the land, which GrowthSpotter says it read in county deed records [C17].

How the county records connect to the Fairmont

No county document read uses the name Fairmont. The connection runs through four records:

The county's plan and plat are for the "Ten Acres International Orlando" planned development. A county decision letter places it "Northwest of South International Drive / East of Interstate 4" [C10], and the staff report of February 2023 lists its owner as "GCB Associates, LLC" [C32].
WFTV says Orlando 5 Star Hotel Owner LLC bought land from GCB Associates LLC on May 3 [C16].
Florida's record for Orlando 5 Star Hotel Owner LLC lists its manager at the address "c/o Development Ventures Group, Inc." [C18], the developer the release names [C5].
The county's Board item of April 23, 2024 is an easement from that company for the "Orlando Luxury Resort Hotel" permit, and its legal description starts at Lot 1 of Ten Acres International Orlando, "RECORDED IN PLAT BOOK 111, PAGE 24" [C20, C21, C33, C35].

So county records show a permit for the Orlando Luxury Resort Hotel on a lot where the easement comes from a company whose Florida record carries the developer's address. That is how this entry ties the county's records to the Fairmont. It is not a county statement that the hotel is a Fairmont.

What this entry did not check

The permit's status. Orange County's public permit address returned an error (HTTP 404) and the Property Appraiser's parcel pages returned no data to my fetch, so I do not know whether permit B22906377 is issued, in review, expired or closed.
The deed and current ownership. I read no recorded deed. The May 2023 sale rests on WFTV and GrowthSpotter.
County records after April 23, 2024. A title search of the Comptroller's Legistar for "Fairmont", "Ten Acres", "DEVEN", "Development Ventures", "5 Star Hotel", "Orlando 5", "Orlando Luxury", "International Orlando" and the parcel number found five matters (10997, 12758, 13119, 13120, 15424) and no later one. A title search cannot see an item that names the project only in an attachment, or a record kept outside Legistar.
Financing, a contractor or a groundbreaking. None was found in the records read. That does not show that none exists.
Accor's annual reports. I did not read them, and they may list the hotel with a date. I also could not open the Hospitality Net announcement for Fairmont Manchester San Diego (HTTP 403), which search results said names Fairmont Orlando.
The site and the Board minutes. I did not visit the site, and I read the Board minutes for April 23, 2024 only (the file is headed as draft minutes; Legistar lists them as final). For October 26, 2021, December 13, 2022 and February 21, 2023 the dates and outcomes are from each Legistar record's history and the decision letters.
