Verdict: PENDING, OVERDUE, by about nine months. In January 2025 the Greater Orlando Aviation Authority (GOAA) said, in a release on Orlando International Airport's website, that it "is moving forward with plans to refurbish the interiors in Terminals A & B and upgrade restrooms at all four airsides", and that "Construction is scheduled to begin in 2025 with substantial completion in 2027." [C1, C1b, C1d] Reading "begin in 2025" as by the end of 2025, the start is 9 months and 13 days late at this entry's last check [C1b]. In GOAA's construction report for September 2026, "Restroom design and logistics planning are in progress", and on Airsides 1 and 3 "The contractor is developing concept designs and logistics/planning documents." [C10, C14] The third piece, the landside Levels 2 and 3 of Terminals A and B, is "included in the future program" [C26]. GOAA's own pages now give substantial completion in 2029 and 2030 [C16, C16b, C17].
Last checked: October 13, 2026.
- The promise. New interiors for Terminals A and B, "Landside and Airside", with "new flooring, new wall finishes, new ceilings with lighting improvements, and new restrooms"; construction in 2025 and substantial completion in 2027 [C1, C1b, C1c].
- The three pieces, in GOAA's words. The "Airside Restroom Renovation" and the "Airside 1&3 Interior Refurbishment" are "current projects included in the program", and the "Terminal A & B Interior Renovation for Landside, Levels 2 & 3" is "included in the future program" [C26, C26b].
- Where they stand. None of the three has begun construction in the records read [C10, C14, C17; the trace]. GOAA's pages give construction starts of "Winter 2026" for the restrooms, 2027 for Airsides 1 and 3, and 2028 for the landside levels [C16, C16b, C17].
- The new dates. For substantial completion, GOAA's pages give 2029 for the restrooms and 2030 for the other two pieces [C16, C16b, C17]. The restroom contract now says "Contractual Substantial Completion 01/30/29" [C9b].
- The cost. "PROGRAM COST: $351 Million total" on GOAA's pages [C16c]. In September 2026, GOAA's capital plan raised "North Terminal Renovations" to $362,477,924 [C20, C25].
The promise
GOAA's release "GOAA Celebrates 2024 Awards, Looks Ahead to 2025 Projects", dated January 13, 2025, under the heading "TERMINAL A & B RENOVATIONS" [C1d]:
"The Aviation Authority is moving forward with plans to refurbish the interiors in Terminals A & B and upgrade restrooms at all four airsides. The scope will consist of the design and construction of Landside and Airside interior refurbishment, and will include new flooring, new wall finishes, new ceilings with lighting improvements, and new restrooms. Construction is scheduled to begin in 2025 with substantial completion in 2027." [C1, C1b, C1c]
Timeline
- January 13, 2025. The promise [C1, C1b, C1d].
- March 7, 2025. On the Airsides 1 and 3 interiors (bid package BP-00500), GOAA's later board item records: "Negotiations with the top-ranked firm were terminated on March 7, 2025. Negotiations with the next-ranked firm commenced on March 7, 2025, and were successfully completed on November 21, 2025." [C12b]
- March 19, 2025. The Board's agenda carried the restroom award: "Recommendation of the Procurement Committee to Approve an Award to Balfour Beatty Construction (US) (Balfour) for Bid Package (BP) No. 00507, Airsides Restroom Renovations and Additions" [C2]. GOAA's later construction reports give the Board award as "03/19/25" [C4].
- April 16, 2025. The same item was on the Board's agenda again [C2b]. GOAA's release that day said "the Board also signed off on a major restroom renovation and addition project for the airsides at Terminals A and B" [C3, C3e], and "The renovation projects are set for substantial completion between 2027 and 2028" [C3c].
- May 2025. The restroom contract, a design-build contract with Balfour Beatty, is dated "05/26/25", with a notice to proceed on "05/28/25" [C4b, C10]. Its contract time was "1270" days, with substantial completion on "11/17/28" [C4c, C4d].
- October 2025. "Restroom design for all Airsides is currently in progress. Submission of 30% design is anticipated to be at the end of October 2025." [C5] The 30% drawings arrived on October 23, 2025 [C6].
- November 21, 2025. The Airsides 1 and 3 negotiations were completed with The Beck Group [C12b, C15].
- January 2026. "Submission of 60% design is anticipated at the end of March 2026." [C7]
- February 18, 2026. The Board approved an addendum with "HCBeck, Ltd. dba The Beck Group" for the Airsides 1 and 3 work [C13, C13b].
- Its amount: "for the total amount of $30,841,912", which includes a construction allowance of $25,000,000 [C12e].
- Its schedule: design "03/18/26-05/18/2027", construction notice to proceed "05/19/2027", substantial completion "01/17/2029" [C12d].
- Construction "can begin utilizing the approved allowance only after approval of Construction Committee Change Order(s)" [C12c].
- GOAA's release that day said the Board "previewed the future design of gate areas in Terminals A and B, as part of a $351 million interior renovation program" [C18, C18b].
- March 26, 2026. "Submission of 60% design documents was received on March 26, 2026. The project is on schedule." [C8]
- March 30, 2026. The notice to proceed on the Airsides 1 and 3 contract [C14b].
- April 2026. GOAA's construction report showed the restroom contract at "1344" days, with "Contractual Substantial Completion 01/30/29" [C9, C9b]. The report in the March 2026 packet had shown "1270" days and "11/17/28" [C4c].
- July 21, 2026. The Construction Committee approved a restroom change order "for the total amount of $0.00, and no time extension" [C11, C11b].
- September 16, 2026. GOAA's construction report for the September 2026 Board [C10d]:
- the restrooms: "Restroom design and logistics planning are in progress. Design is progressing to 95% milestone due in August. The project is on schedule." [C10] Paid to date: "$2,524,389.87" [C10b].
- Airsides 1 and 3: "The contractor is developing concept designs and logistics/planning documents." [C14]
- Both pages sit under the report's heading "PROJECTS IN CONSTRUCTION", which heads every page of the report [C23].
- The capital plan raised "North Terminal Renovations" from $351,177,924 to $362,477,924 [C20, C25].
- October 13, 2026. GOAA's project pages, as read for this entry [the trace]:
- the restrooms: "Construction Start Winter 2026 Substantial Completion 2029" [C16];
- Airsides 1 and 3: "Anticipated Construction Start 2027 Anticipated Substantial Completion 2030" [C16b];
- the landside Levels 2 and 3: "Anticipated Construction Start 2028 Anticipated Substantial Completion 2030" [C17, C17b].
What changed, and why, in the record's own words
- The completion date. Three months after the promise, GOAA's April 2025 release said "The renovation projects are set for substantial completion between 2027 and 2028" [C3c].
- The restroom contract set "Required Substantial Completion 11/17/28" [C4d]; GOAA's April 2026 report gives "Contractual Substantial Completion 01/30/29" [C9b].
- The Airsides 1 and 3 schedule approved in February 2026 gives "01/17/2029" [C12d].
- GOAA's pages now give 2029 for the restrooms and 2030 for the other two pieces [C16, C16b, C17].
- The start. In the records read, construction of the three pieces has not begun [C10, C14, C17; the trace]:
- the restroom contract's notice to proceed, "05/28/25", began a design-build contract, and GOAA's reports since then describe design: 30% drawings in October 2025, 60% in March 2026, then "progressing to 95%" [C4b, C6, C8, C10];
- the Airsides 1 and 3 contract lets construction begin only "after approval of Construction Committee Change Order(s)", with the construction notice to proceed anticipated on "05/19/2027" [C12c, C12d];
- GOAA's pages give construction starts of "Winter 2026", 2027 and 2028 for the three pieces [C16, C16b, C17];
- GOAA's construction report prints the heading "PROJECTS IN CONSTRUCTION" on every page, the restroom and Airsides 1 and 3 pages included, while those pages' own status lines describe design [C23, C10, C14].
- The Airsides 1 and 3 contract. GOAA's December 2025 memo says the firms' ranking was "submitted to the Aviation Authority Board for approval on December 11, 2024", and that the "Board approved the ranking and authorized negotiations with the top-ranked firm, and if those negotiations were unsuccessful, authorized negotiations with the next-ranked firm" [C24, C24b]. The negotiations with the first firm ended on March 7, 2025, and those with the next ran to November 21, 2025 [C12b].
- Why. No GOAA record read gives a reason for the later dates [the trace]. The one restroom change order read carries "no time extension" [C11b], and the records read do not say why the contract's days grew from "1270" to "1344" [C4c, C9; the trace].
- Two GOAA records disagree on the Airsides 1 and 3 completion: "01/17/2029" in the February 2026 board item [C12d], and "Anticipated Substantial Completion 2030" on GOAA's page [C16b].
What it cost
- The promise gave no cost for this work [C1; the trace].
- The program. "PROGRAM COST: $351 Million total" on GOAA's pages [C16c].
- In February 2026 GOAA's release spoke of "a $351 million interior renovation program" [C18].
- GOAA's September 2026 capital plan raised "North Terminal Renovations" from $351,177,924 to $362,477,924, with the note "Increase to expand and update the public address system in the Terminal" [C20, C25].
- The contracts so far.
- The restrooms: "ORIGINAL CONTRACT $71,970,777.00" [C4c]. GOAA's April 2025 release called it "The $71.9 million project" [C3b], and said "Funding for the project will come from a combination of Federal Aviation Administration Grants, Capital Expenditure Funds, and a line of credit reimbursed by General Airport Revenue Bonds." [C3d]
- Airsides 1 and 3: "$30,841,912", including the $25,000,000 construction allowance, "with funding from General Airport Revenue Bonds" [C12e].
- Paid so far. On the restroom contract, "$2,524,389.87" through pay application 12, in the September 2026 report [C10b].
What is still open
- When restroom construction starts. GOAA's page says "Winter 2026" [C16]. The records read do not say which months that means.
- Other jobs in the same terminals. GOAA's records also show two jobs with their own numbers:
- "V-01063-MCO NORTH TERMINAL EAST APM PLATFORM AND AIRSIDES 2 AND 4 PLATFORMS TILE REPLACEMENT", awarded by the Board "05/21/25", with a notice to proceed on "06/26/25" [C22, C22b, C22c];
- on the Board's July 2025 agenda, under "PROCUREMENTS (Notification for release of documents for different services at the Aviation Authority in excess of $500,000)": "Invitation for Bid, Selection of Construction Services for V-01066 North Terminal A&B Level 01 Flooring Replacement, at the Orlando International Airport" [C21, C21b]. No saved GOAA Board document from October 2025 to September 2026 names V-01066 [the trace].
- GOAA's program pages list three pieces, and neither job [C26, C26b]. This entry measures the promise against those three pieces. The records read do not say whether GOAA counts either job toward the January 2025 promise [the trace].
- The restroom award vote. GOAA's construction report gives the Board award as "03/19/25" [C4], while GOAA's release of April 16, 2025 says the Board "also signed off" that day [C3, C3e]. The approved minutes of both meetings are no longer posted, so the date of the vote is not settled here [the trace].
- The Airsides 1 and 3 award date. GOAA's February 2026 board item says the Board approved the award on January 15, 2025 [C12]. GOAA's December 2025 memo on the same contract, which lists the Board's steps, names no January 2025 date [C24, C24b; the trace]. This entry does not use the January 15, 2025 date.
What this entry did not check
- The March and April 2025 board packets and minutes. GOAA posts its Board documents for one year, and those have expired from its page [the trace's census].
- The FAA grant records for the restroom work [the trace].
- News coverage. A TV station's report on the restroom award was used only to find GOAA's April 2025 release [the trace's leads].
- The terminals themselves. No site visit was made.
