Verdict: PENDING, OVERDUE, by 3,255 days (8.9 years) as of October 22, 2026 (counted from Thanksgiving Day, November 23, 2017). In 2017 the owner of the building at I-4 and Central Parkway, Claud Bowers of SuperChannel, told News 6 the building "would be finished by Thanksgiving Day that same year" [C4]. In June 2025 he told FOX 35 "We’re moving the station", and FOX 35's report said he hoped to start relocating "later this year" [C8, C9]. That second date ended on December 31, 2025, which is 295 days before October 22, 2026. The building is not shown as finished or occupied. The county's October 21, 2026 parcel file lists the land as "Vacant" with no building value, and the city's permit for the "NEW 18-STORY OFFICE BUILDING" has no final date [C15, C16, C23, C24]. The Thanksgiving date comes from News 6's 2024 report of what Bowers said in 2017, not from a 2017 source [C4]. This entry scores that date and the 2025 move-in date, and does not score the January 23 exterior date (see the conflict below).
Last checked: October 22, 2026.
- The promises. Finished by Thanksgiving Day 2017; the outside "finally finished" on January 23 and "about six or more months" more for the inside (October 2017); the station moving in "later this year" (June 2025) [C4, C1, C2, C8, C9].
- Where it stands. Not shown as finished or occupied. The county roll has no building on the parcel, the building permit is open with no final, and the city said in June 2025 that "the site is not ready for tenancy" [C10, C16, C23, C24].
- The scope. The permits and the 2017 statements are for the whole building. Since April 2024 the owner's stated plan is the ground floor only, 20,000 square feet [C7, C15].
- Work still goes on. The latest building inspection, a "Partial Pass", was July 31, 2026, and the owner's site says "Work continues on the building interior" [C18, C13b].
The promises
WFTV, "‘I-4 Eyesore’ making progress toward completion, owner says", as captured on October 12, 2017 [C1, C1b]:
"the founder is holding firm on a completion date of January 23." [C1]
"finally finished, at least on the outside." [C1d]
"Once the outside of the building is done, Bowers said it’ll take about six or more months for the inside to be move-in ready." [C2]
The year of "January 23" is not printed in the article; the capture is dated October 12, 2017, so the next January 23 is 2018. That is this entry's inference [C1, C1b]. WFTV's live page, last edited November 30, 2019, words it differently ("a completion date of Jan. 23 for the exterior of the building"); this entry quotes the capture from the day [C1c, C1e].
News 6 (WKMG / ClickOrlando), August 14, 2024, on the earlier promise [C4]:
"Bowers told News 6 in 2017 that the building would be finished by Thanksgiving Day that same year." [C4]
WDBO, April 27, 2018, as the page stands (last edited May 22, 2020; no earlier copy could be read), gave no completion date [C5c, C5d]. Bowers said "Just watch it over the next twelve months." and that "In late May and early June is when it’ll be obvious how spectacular this building is going to be." [C5, C5b]. The station "plans to move its operations into the Majesty when it's finished" [C6].
FOX 35, June 28, 2025 [C8, C9]:
"We’re moving the station. This is just a production studio," [C8]
"Bowers hopes to start relocating broadcasting operations into the building later this year and is working to secure two more tenants for the first floor." [C9]
The second quote is the reporter's wording, not Bowers' own [C9].
Timeline
- February 12, 2001. The city issued building permit 01-00296, with a valuation of $34,052,771 [C17, C17c]. An electrical permit of August 2001 reads "ELEC FOR NEW 18 STORY BLDG" [C17b].
- 2017. The Thanksgiving Day promise, as News 6 reported it in 2024 [C4].
- October 12, 2017. January 23 for the outside, and "about six or more months" after it for the inside [C1, C1d, C2].
- April 27, 2018. "Just watch it over the next twelve months." (as last edited May 22, 2020) [C5, C5c]
- October 16, 2018 to July 1, 2019. A permit for the 17th-floor interior ("SUPERCHANNEL 17TH FL. INTERIOR BUILD OUT") was issued on January 2, 2019 and expired on July 1, 2019 without a final [C21, C21a].
- September 13, 2019. The city issued the building permit BLDC-3068-2019, "NEW 18-STORY OFFICE BUILDING". It is the permit in force today, and the 2001 permit's description points to it ("SEE BLDC-3068-2019") [C15, C16, C17d].
- June 2, 2021. The shell electrical permit ("SUPERCHANNEL CENTRE - COMPLETION OF SHELL") expired without a final [C21b].
- March 8 and May 26, 2022. The plumbing finals for two permits passed (March 8) and the roof final passed (May 26) [C22b, C22].
- April 4, 2024. SuperChannel's email to News 6: the plan is "ground floor…Rotunda first floor only, 20,000 sf" [C7].
- June 25, 2025. Altamonte Springs City Commission review meeting: the city's director said "there is no mechanical or fire protection and the site is not ready for tenancy" [C10].
- June 28, 2025. Bowers to FOX 35: the move "later this year" [C8, C9].
- June to October 2025. The city logged seven code "Field Inspection" results of "In Violation" at the address [C27].
- January 21, 2026. The station told News 6 "there was nothing more to share at this point, but progress is still being made" [C11].
- February 10, 2026. News 6: the station "continues to work on interior construction but has yet to announce a firm opening date" [C12].
- April 30, 2026. The site-and-utility permit SIP-2025-3429 expired [C26a].
- July 31, 2026. The latest building inspection, "Columns/Walls", result "Partial Pass" [C18].
- October 21, 2026. The county's parcel file: "Vacant", "MAJESTY BUILDING (FUTURE)" [C23a, C23c].
What changed, and why, in the record's own words
- The scope. The 2001 and 2019 permits are for the whole 18-story building [C17b, C15]. The April 2024 email narrows the plan to the ground floor [C7]. The sources read give no reason for the change.
- The completion date. It moved from Thanksgiving Day 2017, to January 23 for the exterior, to the open-ended "next twelve months" in 2018, to "later this year" for the station's move in 2025 [C4, C1, C5, C9]. No source read gives a reason for any move.
- What the city says. In June 2025 the city's director said the site "is not ready for tenancy", and the city manager said "It’s literally a shell," [C10, C9b].
- What the owner says now. The home page: "The building EXTERIOR is now 99% complete." and "Work continues on the building interior." [C13, C13b]. The information page: "Office Condo and Pre-leasing activities will begin once a final move-in date has been determined." [C14]
The record the city and county keep
- County. In the Seminole County Property Appraiser's parcel file for October 21, 2026, the owner is SUPERCHANNEL CENTRE INC, the use is "Vacant" under "10 - VAC GENERAL-COMMERCIAL", and the just value is $3,045,420 with the building and extra-feature columns blank [C23, C23a, C23c, C24]. The county's buildings file has no row for the parcel and its sales file has no sale of it [C25, C25b].
- The building permit. BLDC-3068-2019 reads "Issued", expires January 31, 2027, and has no final date [C16]. Its note reads "PER BLDG OFFICIAL, PERMIT EXTENDED THRU 11/26/2022" [C15]. Of 64 inspections, one result is "Passed"; most of the others read "Partial Pass" [C18c, C19]. The one "Fire Final" (April 2021) is a "Partial Pass" [C19b]. Counted by the date each inspection was requested, the number a year from 2019 was 13, 20, 18, 1, 5, 2, 3 and 2 [C18c].
- Permits. The newest permit application on the parcel is dated April 28, 2021 (a case to "RELOCATE TEMPORARY FDC", a temporary fire department connection) [C20, C20b]. The roof final and the plumbing finals passed in 2022 [C22, C22b]. The city's portal shows weekly erosion-control inspections on the expired site permit; the latest passed on October 20, 2026 and the next is scheduled for October 27 [C26, C26b].
- Code enforcement. The seven "In Violation" results are in the city's list; two more field inspections are scheduled, for October 23 and November 17, 2026 [C27, C27b]. The portal does not show the cases themselves, so what the violation is has not been established.
What it cost
- In 2017: "the $37 million price tag will grow much more, and they'll need to rely on even more donations soon" [C3].
- In the city's permits: the 2001 permit 01-00296 records a valuation of $34,052,771 [C17c]. The 2019 permit BLDC-3068-2019, which the 2001 permit's description points to ("SEE BLDC-3068-2019"), records a valuation of 0.0 [C16b, C17d]. The 2001 figure is the city's only construction figure, and the records read do not say what either number covers.
- In the county's roll: the just value of $3,045,420 is for land only [C24].
- No later cost figure was found in the sources read.
What is still open
- Where the station operates. The FCC public file gives WACX's main studio address as 123 E. Central Parkway, the building's address, and the city issued a business tax receipt there on September 30, 2026 [C28, C28b, C29]. The same address carried a tax receipt in 2016 [C29b]. Neither shows a move into the tower.
- The exterior. The city manager said in June 2025 "The outside is finished, most of the landscape around it, the parking garage is finished," [C30]. The owner's site says the exterior is "99% complete" [C13]. This entry does not score the January 23 exterior date because these two statements disagree.
- The sale claim. A web search on October 22, 2026 showed a snippet saying a brokerage, CENTURY 21 Edge, had bought the building. Both pages it points to now show the brokerage's home page, and the county's files show no sale [C31, C25]. This entry does not claim a sale.
- The Thanksgiving 2017 date, the January 23 year and the WFTV wording are as described above [C4, C1, C1c].
What this entry did not check
- City commission meetings before 2021. The city's Agenda Center lists no files for 2018, and its Archive Center reads "Archive Contains No Items" [C33, C34]. The 2017 and 2018 promises were therefore not checked against a city meeting record.
- Planning board and Development Review Committee agendas, which are not in the Agenda Center [the trace].
- County Clerk deed and lien records, the state corporate registry, and the FCC's application history for the studio address [the trace].
- The building. No site visit was made, and the 2017 News 6 original was not read.
