Verdict: DELIVERED LATE, by about nine months. At the groundbreaking on November 13, 2024, the Orange County Library System said: "Library construction is scheduled for completion in late 2025 by H.J. High Construction Company." [C1, C1b] On the library system's own account, the building was "approximately 50% complete as of September 30, 2025, with estimated completion in early Summer 2026" [C9]. Its page still said "we are still under construction" in an entry dated June 26, 2026 [C11]. On September 22, 2026, it announced a grand opening for "Saturday, October 10, at 10 a.m." [C13]. The branch opened that day, October 10, 2026 [C16, C19], about nine months after the end of 2025. The promise named the end of construction, and the records read give no date for it, so this entry measures the delay to the opening [the trace]. The library system describes the building as 20,000 square feet, the size it promised [C1c, C16]. Spending reported in October 2026 is within the approved budget [C15].

In its entry for the groundbreaking, the Orange County Library System's project page "Horizon West Updates" said:

"Local leaders and community members gathered at Horizon West Regional Park on November 13, 2024 as the first ceremonial shovels of dirt turned for the groundbreaking of the newest Orange County Library System location. Horizon West Branch is part of a future 11-acre campus that will feature the 20,000 square-foot library and outdoor spaces, including an outdoor performance area. Library construction is scheduled for completion in late 2025 by H.J. High Construction Company." [C1, C1b, C1c]

March 2024. Before the promise, the library system's board packet said: "In fiscal year 2024-2025, we anticipate opening the Horizon West Branch" [C2].
April 2024. The Board of Trustees "moved to approve the Guaranteed Maximum Price with H.J. High Construction Company at an estimated cost of $18,300,000, to approve the Horizon West Branch Construction Budget of $27,275,000" [C3, C3b].
September 16, 2024. In the board packet's words, "site work started September 16, 2024" [C4].

May 2026. The board packet: "Progress on our Horizon West Branch has been slow but steady. We anticipate opening sometime in the summer of 2026." [C10]
June 26, 2026. The project page: "Things are looking bright at Horizon West but we are still under construction." [C11]
August 2026. The board packet: "We hoped to open the new Horizon West Branch in time to host some summer programming, but the timeline has changed to opening in September." [C12]
September 22, 2026. The project page: "We are excited to announce Horizon West Branch Grand Opening on Saturday, October 10, at 10 a.m.!" [C13]
October 2026. The Director's report in the board packet: "At long last, we have a grand opening date for the Horizon West Branch. On October 10 at 10 AM, we will hold a ribbon-cutting" [C14].
October 10, 2026. The branch opened. News 6 reported that afternoon: "A new Orange County Library System branch opened in Horizon West" [C19]. The library system's page about the branch says: "Opened on October 10, 2026, the 20,000 square-foot Horizon West Branch is one of the largest libraries in the Orange County Library System." [C16]

The opening

The library system's page for the branch. In the Internet Archive's copy from before the opening, it listed the hours as "Sunday – Saturday Closed", and a card on the same page read: "On Saturday, October 10 at 10 a.m., we’re opening our doors." [C17] At this entry's last check, the card was gone and the page listed regular hours, starting "Sunday 1 p.m. – 6 p.m." [C18]
Its page about the branch says the branch "Opened on October 10, 2026" [C16]. That sentence was on the page before the opening day [C16], so this entry does not rest on it alone.
News reports of the day. News 6: "Crowds rushed inside after Orange County leaders cut the ribbon on the new 20,000-square-foot branch" [C19]. The West Orange Times & Observer, the next morning: "Hundreds packed Orange County's newest library to celebrate the grand opening." [C20]
