Verdict: DELIVERED ON TIME. Universal Orlando's blog said on May 28, 2015 that Universal's Volcano Bay would be its "third highly-immersive park", built "just south of Universal's Cabana Bay Beach Resort", and that "Construction will move quickly, and the park will open in 2017." [C2, C3, C4] Universal's release of May 25, 2017 says: "Today, Universal's Volcano Bay officially opened becoming Universal Orlando's third amazing theme park." [C33] That is 144 days into 2017, with 220 days of the year left (counted by this entry) [C41]. The promise gave the year 2017 and left the month open. Universal narrowed it to "early summer 2017" on November 3, 2016 [C13] and to "Opening on May 25" in its post of February 9, 2017 [C24], and it repeated May 25 on March 30 and May 16, 2017 [C26, C27]. This entry read no Universal date later than May 25 [C13, C15, C24, C26, C27]. Universal also said on June 17, 2015 that Wet 'n Wild Orlando "will close permanently on December 31, 2016" [C10]. The park is closed now for maintenance, with a planned reopening "on or before April 1, 2027" [C46]. That is a separate, later date and has not come due.

The promise. "Construction will move quickly, and the park will open in 2017." Universal Orlando's blog, May 28, 2015, signed by Mark Woodbury [C1, C4]. The same sentence ran on Comcast's site on June 15, 2015 [C6, C7].
The date. Narrowed, never moved later in what this entry read: "early summer 2017" [C13, C15], then May 25 [C24]. Comcast's annual report, filed February 3, 2017, said "mid-2017", which fits May 25 [C22, C23].
The opening. May 25, 2017, in Universal's own release and blog [C32, C33, C36]. The first guests gathered at the opening ceremony [C34].
The scope. The 2015 posts gave no size or ride count [C8]. At opening Universal gave 25 acres [C35].
The money. No figure was promised, and this entry found none for building the park [C39].
Today. Universal's page, read on November 8, 2026, says the park is "temporarily closed for maintenance" with a planned reopening "on or before April 1, 2027" [C46]. That is a separate promise.

The promise

The promiser is Universal Orlando, part of Comcast's NBCUniversal. On May 28, 2015 its blog, in a post signed by Mark Woodbury, announced "a project of incredible vision" [C1]. The post says the park will be "third highly-immersive park and will be called Universal's Volcano Bay" [C2], that "We've already broken ground on Volcano Bay, just south of Universal's Cabana Bay Beach Resort" [C3], and: "Construction will move quickly, and the park will open in 2017." [C4]

Comcast's corporate site carried the same text on June 15, 2015, opening "In late May, we announced a project of incredible vision", with the same promise sentence, under the byline "By Mark Woodbury, President, Universal Creative in Theme Parks" [C5, C6, C7]. The promise names a calendar year with no month.

Timeline

May 28, 2015. The promise [C4]. The post says ground is already broken [C3].
June 15, 2015. The same promise on Comcast's site [C6].
June 17, 2015. Universal's blog: "Today, we are announcing that the park will close permanently on December 31, 2016." [C10] It says "the groundbreaking spirit that has defined Wet 'n Wild will continue in the development of Universal's Volcano Bay" [C11]. That is 20 days after the first announcement (counted by this entry) [C41].
November 3, 2016. "Opening in early summer 2017"; "It'll feature dozens of attractions" [C13, C14].
November 15, 2016. Tickets on sale: "When Volcano Bay opens in early summer 2017" [C15]. The post gives "For travel dates beginning June 1, 2017" under a 3-Park ticket and under a vacation package, which is a ticket and package date and not an opening date [C16].
December 31, 2016. Wet 'n Wild closes, according to Comcast's annual report [C22].
January 26, 2017. Two outlets report May 25. Orlando Weekly: the park "is set to open on May 25, with a media preview on May 22" [C17]. Attractions Magazine: "Universal Orlando has announced that the Volcano Bay grand opening is set for May 25, 2017" [C18]. These are outlets' reports, and this entry did not find Universal's own January statement [C21].
February 3, 2017. Comcast's annual report: "we plan to open in mid-2017" [C22, C23]. That is coarser than May 25, and it came 8 days after the outlets' reports (counted by this entry) [C41].
February 9, 2017. Universal's own earliest post this entry found with the date: "Opening on May 25, Volcano Bay will become Universal Orlando Resort's third theme park" [C24].
March 30 and May 16, 2017. Universal repeats May 25: "When Volcano Bay grand opens on May 25" and "With Universal's Volcano Bay grand opening right around the corner (May 25)" [C26, C27].
May 24, 2017. Universal's blog: "Before Volcano Bay officially opens on Thursday" and "the grand opening of Universal's Volcano Bay this Thursday, May 25" [C28, C29]. The same post also says "is only two days away!", which disagrees with its own date; this entry uses May 25 [C30].
May 25, 2017. Universal's release: "Universal's Volcano Bay is now open." [C32] "Today, Universal's Volcano Bay officially opened" [C33]. Universal's blog: "Starting today, you can enjoy an immersive water theme park" [C36].

What changed, and why, in the record's own words

The date. From "2017" [C4] to "early summer 2017" [C13, C15] to May 25 [C24], on Universal's own pages. The narrowing was never a move to a later date in what this entry read [C13, C15, C24, C26, C27]. This entry read no reason for the narrowing.
The label "third park". Universal calls Volcano Bay its third theme park [C24, C33, C37]. Comcast's annual report for 2017 lists "two theme parks" and, separately, "our water park, Volcano Bay, which opened in May 2017" [C38]. The two use different labels; this entry does not rule between them.
Wet 'n Wild. Neither the May 28 nor the June 15, 2015 post names Wet 'n Wild [C9, C4, C6]. Universal's June 17, 2015 post does, says the park "will close permanently on December 31, 2016" [C10], and says "the groundbreaking spirit that has defined Wet 'n Wild will continue in the development of Universal's Volcano Bay" [C11]. Comcast's annual report says it "closed on December 31, 2016" [C22]. The new park came 145 days after the older one closed (counted by this entry) [C22, C38, C41].
Before May 25. This entry found no public or soft opening before May 25, 2017 in the pages it read [C31]. A media preview on May 22 was reported by an outlet, which is a different thing from a public opening [C17]. In January 2017 an outlet listed soft-opening previews among the things Universal had yet to announce [C19].
The size. The outlet's January 2017 report said the park "will feature 18 slides and attractions" [C20]; Universal's 2016 post said "dozens of attractions" [C14]. This entry did not count either, so it calls neither a shortfall.

What it cost

No figure was promised. This entry found no dollar figure for building Volcano Bay in the Universal and Comcast pages and the release it read [C39]. Comcast's 2017 annual report speaks of capital spending in general terms: "Capital expenditures in our NBCUniversal segments increased 3.4% to $1.5 billion in 2017 primarily due to continued investment at our Theme Parks segment" [C40]. That sentence is not a cost for this park.

The park today

In October 2026 Universal's page, as read on its first day, said the park "is currently scheduled to begin a maintenance closure on October 26, 2026, now has an updated planned reopening on or before April 1, 2027" [C44]. On October 27 the page read "temporarily closed for maintenance" [C45], and on November 8: "Universal Volcano Bay is temporarily closed for maintenance and has a planned reopening on or before April 1, 2027. Dates are subject to change" [C46]. Two secondary sites say Universal's earlier planned date was March 24, 2027 [C42, C43]. Inside the Magic wrote that Universal "has since pushed that date back by about a week" [C43], which is 8 days (counted by this entry) [C49]. This entry found no Universal page showing March 24. The April 1, 2027 date is a separate, later promise, and it has not come due.

What this entry did not check

Universal's own January 2017 statement of May 25. Orlando Weekly and Attractions Magazine reported it [C17, C18]; this entry found none by Universal itself [C21].
Permits and site plans. "Already broken ground" and the park's location rest on Universal's own words [C3, C25]. A room at Cabana Bay is offered as "volcano-side", which supports the location only weakly [C25].
Cost, capacity and attendance. This entry searched for cost [C39] and looked for attendance or capacity nowhere else.
Preview days for team members or passholders. This entry used none, and its search found no soft opening [C31].
Why the park is closed now, and what the work is. Universal's page says "maintenance" [C46].
Whether April 1, 2027 holds. It has not come due.
The pages' later edits. The words quoted are the words on the pages as saved when this entry was checked or as the Internet Archive captured them on the dates in the addresses in the trace. Several saved copies carry later modified dates in their page data; for example the PR Newswire copy of the May 25, 2017 release shows a modified date in 2018 [C33], and Orlando Weekly's January 2017 page shows one in 2024 [C17]. This entry did not compare them with earlier versions.
