Verdict: DELIVERED LATE, by 25 days for one of the two hotels. On December 5, 2023 Universal Orlando Resort said its two new hotels, Universal Stella Nova Resort and Universal Terra Luna Resort, were "slated to open in early 2025", with "stays beginning January 2025 at Universal Stella Nova Resort and February 2025 at Universal Terra Luna Resort" [C2, C3]. Stella Nova welcomed its first guests on January 21, 2025, inside its January [C8, C17]. Terra Luna opened on March 25, 2025 [C21, C22, C23], 25 days after the end of the February the release gave (counted by this entry). Both hotels have the 750 rooms each that they were announced with [C2, C24, C25].

The promise. Two hotels, 750 rooms each, "slated to open in early 2025" [C2]; "stays beginning January 2025 at Universal Stella Nova Resort and February 2025 at Universal Terra Luna Resort" [C3]. The release puts those months in a sentence about hotel options for trade partners to sell [C3]. The release is dated "December 05, 2023" on NBCUniversal's copy [C1].
Stella Nova. The April 2024 release gave a day: "Universal Stella Nova Resort, opening January 21, 2025, and Universal Terra Luna Resort, opening March 25, 2025" [C8]. NBCUniversal's release, dated January 22, 2025, says the hotel "is now officially open" [C14, C16], under a headline about its "Opening Day" [C15]. Theme Park Insider, dated January 21, 2025, a news report, wrote that "Universal this morning welcomed the first guests to the new hotel" [C17].
Terra Luna. The month in the December 2023 release was February [C3]. The April 2024 release, as it reads now, gives March 25, 2025 and carries the stamp "*updated 10/25/24" [C8, C9]. A blog, a news source, reports that the date had been February 25, 2025 and that Universal Orlando "has delayed the opening of Universal Terra Luna Resort by one month" [C12, C13]; it adds that Universal updated its website the same day [C13]. In January 2025 a Loews-hosted article still listed it as "(opening March. 25)" [C19]. Loews's release of April 16, 2025 says the hotels "opened in January and March respectively" [C21]. Fox 35 Orlando, published March 25, 2025, reports that Universal Orlando "celebrated the grand opening of its newest hotel, Universal Terra Luna Resort, on Tuesday, welcoming its first guests" [C22, C23]. March 25, 2025 was a Tuesday.
The size. 750 rooms each in the promise [C2]; "Both properties offer 750 double-queen guest rooms" in April 2024 [C10]; 750 rooms at the Stella Nova opening [C26]; "750 guest rooms" on each hotel's Loews page today [C24, C25].
What it cost. None of the company pages read states a cost for either hotel [C29].
Today. Loews's Orlando press page lists each hotel with a "Book Now" link [C27, C28].
What is still open. The company's own words for the Terra Luna date before October 25, 2024, a company release for its opening day, and any county or inspector record.

The promise

NBCUniversal's copy of the release is dated "December 05, 2023" [C1]. Comcast's copy and NBCUniversal's copy carry the same two sentences: the hotels are "slated to open in early 2025" [C2, C4], and the months for "stays beginning January 2025 at Universal Stella Nova Resort and February 2025 at Universal Terra Luna Resort" [C3, C4].

Comcast's copy has been edited since it was issued. It ends with the stamp "*updated 10/31/2024" [C5]. A sentence in it about when the park opens differs from the one in NBCUniversal's copy [C6, C7]; that sentence is not about the hotels and this entry does not rely on it.

Timeline

December 5, 2023. The release: "slated to open in early 2025"; stays from January 2025 (Stella Nova) and February 2025 (Terra Luna) [C1 to C4].
April 11, 2024. A second release gives opening days, January 21, 2025 and March 25, 2025, as the page reads now [C8, C11]. Its Terra Luna date carries the update stamp "*updated 10/25/24" [C9].
October 25, 2024. The Terra Luna date moves from February 25, 2025 to March 25, 2025, according to one blog [C12, C13]; the company stamp on the April release has the same date [C9].
October 31, 2024. Comcast's copy of the December 2023 release is stamped as updated [C5].
January 21 and 22, 2025. Stella Nova opens [C14 to C17]. The same month a Loews-hosted article gives Terra Luna as "(opening March. 25)" [C19].
January 2025. Inside Universal, a news site, stayed from opening day and wrote that "the outdoor pool area, including Galaxy Bar & Grill, was closed for most of our stay" [C18].
March 25, 2025. Terra Luna opens, according to Fox 35 Orlando [C22, C23].
April 16, 2025. Loews's release says both hotels have opened, "in January and March respectively" [C21].
Today. Both hotels are listed with "Book Now" [C27, C28], at 750 rooms each [C24, C25].

What changed, and why, in the record's own words

The schedule. Stella Nova: January, as promised [C3, C8, C17]. Terra Luna: promised for February [C3], opened March 25, 2025 [C21, C22]. The company pages read give no reason for the move to March. The blog says there was "no official announcement" of the change and no reason given [C13].
The size. No change: 750 rooms each [C2, C10, C24, C25].
How "early 2025" reads. March is in the first quarter. The release's phrase "slated to open in early 2025" [C2] may cover a March opening; the release's own months, January and February [C3], do not. This entry counts the lateness against the month the release gave.

What it cost

No cost for either hotel appears in the company pages read: the two Comcast releases, NBCUniversal's three copies, Loews's release on the hotels' opening and its two hotel pages [C29]. The dollar figures in them are room rates and guest fees, for example from $147 a night in the April 2024 release and $159 a night in NBCUniversal's opening release; none is a construction or project cost [C29].

What this entry did not check

The Terra Luna date before October 25, 2024, from a company page. Only the blog shows February 25, 2025 [C12]. No archive copy of any page was read; the Internet Archive refused the requests.
A company release for the day Terra Luna opened. None was found. The day, March 25, 2025, rests on a news report [C22, C23] and on the date the company pages gave beforehand [C8, C19].
The day Stella Nova opened. NBCUniversal's release is dated January 22, 2025 and says "Opening Day" without naming the day [C14 to C16]; January 21 comes from the April 2024 release [C8] and a news report [C17].
Whether booked guests were moved. The blog says some were; no company statement was read.
Permits and inspections. No certificate of occupancy, building permit or inspection record was read. A title search of Orange County Board matters for Helios, Epic Universe, Loews, Stella Nova and Terra Luna returned nothing, but it covers titles only and hotel permits are not Board items [C30].
Whether the pages were edited beyond their stamps. Comcast's two pages carry update stamps [C5, C9]; the other pages are live copies fetched on the day of the last check above.
