Is CFX on course to build the Poinciana Parkway extension in the time it promised in 2024?

Verdict: PENDING, ON TRACK. CFX's records put the start of construction in 2027 and the finish in mid-2030: its project page gives "Construction Begins Mid 2027" and "Completion Estimated Mid 2030" [C20], and its July 16, 2026 forum lists both construction advertisements as anticipated in 2027 [C21, C22]. The 2024 promise named no calendar year, only "through year eight of the fifteen-year planning period" [C1]. No CFX record read defines that period. Counting from the plan's first year, fiscal 2025, year eight is fiscal 2032, and CFX's estimated finish comes before it [C1, C20]. That count is this entry's reading, not CFX's.

In May 2024 the Central Florida Expressway Authority (CFX) said its new five-year work plan would "Deliver the SR 538 Poinciana Parkway Extension" along with three other expressway projects "through year eight of the fifteen-year planning period" [C1]. The extension is a "3.1-mile extension" in "two segments", between Ronald Reagan Parkway and CR 532 [C21, C22, C34]. Its schedule has moved since CFX's May 2021 work plan, the earliest work plan read here: that plan ended spending on segment 538-234 in fiscal 2024/25 [C5], and CFX's project page now gives "Construction Begins Mid 2027" [C20].

Last checked: September 30, 2026.

The promise. Delivery "through year eight of the fifteen-year planning period", in the release for the FY 2025–2029 work plan [C1].
The start. "Construction Begins Mid 2027" [C20]. CFX's July 16, 2026 forum gives the anticipated construction advertisements as the first quarter of 2027 for one segment and the second quarter of 2027 for the other, and says "*Quarters are “Calendar” Quarters and subject to change" [C21, C22, C23]. No record read shows a construction contract.
The cost. The latest work plan, dated June 11, 2026, lists construction at $162 million and $116 million, in 2026 dollars [C15, C16]. CFX's early-2026 fact sheet gives "Estimated Construction Cost: $311.7 Million" [C18]. This entry does not reconcile the two.
The finish. "Completion Estimated Mid 2030" [C20].

The promise

CFX's release, dated May 17, 2024 [C1]:

"The Central Florida Expressway Authority (CFX) will be investing $4.17 billion in the Central Florida region over the next 5 years. The CFX Board unanimously adopted the 2025-2029 Five-Year Work Plan on May 9, 2024."

The release says the new plan will [C1]:

"Deliver the SR 538 Poinciana Parkway Extension, the SR 516 Lake/Orange Expressway, SR 534 Osceola Parkway Extension between SR 417 and Nova Road, and the SR 414 Expressway Extension through year eight of the fifteen-year planning period."

The same deadline a year earlier. CFX's release of June 12, 2023, for the FY 2024–2028 plan adopted on June 8, 2023, carries the same promise: "Deliver the SR 538 Poinciana Parkway Extension, the SR 516 Lake/Orange Expressway, SR 534 between SR 417 and Nova Road, and the SR 414 Expressway Extension through year eight of the fifteen-year planning period." The two segments. In CFX's own words, project 538-234 runs "South of US 17/92 to Ronald Reagan Parkway" and project 538-235 runs "CR 532 to South of US 17/92" [C21, C22].

Timeline

June 26, 2019. CFX's release for its FY 2020–2024 plan named the Poinciana Parkway Extension among the "future expansion projects" given "Initial funding" [C24].
The projects' origin. The project sheets for both segments record "Date Originated :1/6/20" [C25].
May 13, 2021. CFX's FY 2022–2026 work plan funded segment 538-234, the segment to Ronald Reagan Parkway, for "Design & Construction", at "Length (miles) : 2.0" [C6]. It estimated construction at "$58 M" for 538-235 and "$85 M" for 538-234, in 2021 dollars [C3, C4]. The spending on 538-234 ended in fiscal 2024/25: "FY 24/25 Total = 13,988 FY 25/26 Total = -" [C5].
May 12, 2022. CFX's FY 2023–2027 work plan said the extension "(2 projects) is under design" and gave 538-234 as "Length (miles) :1.7" [C10]. It estimated construction at "$101M" for 538-235 and "$97 M" for 538-234, in 2022 dollars [C7]. The spending on 538-234 ran through fiscal 2026, with none in fiscal 2027 [C8]. The plan noted: "Mitigation estimated at 12 months to attain ERP and 404 permits." [C9]
Winter 2022. CFX's fact sheet gave "Design Timeline: July 2020 - Early 2023" and "Estimated Design Cost: $11.1 Million", and said "CFX is holding a public information meeting on January 17, 2023" [C26].
June 12, 2023. CFX's release for the FY 2024–2028 plan promised delivery "through year eight of the fifteen-year planning period" [C2].
Apr. 17, 2024. Spectrum News 13 reported: "The project initially was scheduled to begin by the end of this year, but the expressway authority said permitting issues have delayed the project." [C27] This is a news report, not a CFX record.
May 9, 2024. CFX adopted its FY 2025–2029 work plan [C1]. The plan lists "SR 538 Poinciana Parkway Extension (construction partially funded in Work Plan)" [C11], and each segment as "Phases Funded : Design Update & Partial Construction" [C12]. It estimated construction at "$116M" for 538-235 and "$162M" for 538-234, in 2024 dollars [C13, C14], and "Construction duration estimated at 36 months." for 538-234 [C28]. The spending on 538-234 was set for fiscal 2027 to 2029: "FY 2027 19,653 FY 2028 50,543 FY 2029 67,384", in thousands of dollars [C29].
May 17, 2024. CFX's release made the promise [C1].
June 12, 2025. CFX's FY 2026–2030 work plan estimated construction at "$121M" for 538-235 and "$167M" for 538-234, in 2025 dollars [C30, C31]. The spending on 538-234 was set for fiscal 2028 to 2030: "FY 2028 66,983 FY 2029 66,983 FY 2030 66,982" [C32].
Early 2026. CFX's fact sheet, "EDITION: EARLY 2026", gave "Estimated Construction Cost: $311.7 Million" and "Construction Timeline: 2027 - 2030", with construction "currently scheduled to begin in 2027" [C18, C19].
June 11, 2026. CFX's FY 2027–2031 work plan estimated construction at "$116M" for 538-235 and "$162M" for 538-234, in 2026 dollars [C15, C16], with "Estimated ROW cost remaining (2026 $):$14.3M" [C17]. The spending on 538-234 stays in fiscal 2028 to 2030: "FY 2028 61,736 FY 2029 61,736 FY 2030 61,736 FY 2031 -" [C33]. The two segments are funded for "Design Update, Const. & Part. Landscaping" and "Design Update & Construction" [C36].
July 16, 2026. CFX's industry forum listed the anticipated advertisements, adding: "*Quarters are “Calendar” Quarters and subject to change" [C23].
- 538-234: "4th Quarter 2026" for CEI (construction engineering and inspection) and "1st Quarter 2027" for construction [C21, C35].
- 538-235: "2nd Quarter 2027" for construction [C22, C38].
- 538-235's CEI advertisement is given two ways in the same deck. Slide 50 gives "Ads w/ 538-234", the segment whose CEI advertisement the deck gives as "4th Quarter 2026", and slide 53's table gives "Ads w/ 538-235". Slides 66 and 69 give "1st Quarter 2027" [C40, C35, C38, C41, C22]. The deck does not say which is current.
Now. CFX's project page gives "Construction Begins Mid 2027", "Local Road Improvements Early 2028" and "Completion Estimated Mid 2030" [C20].

What changed, and why, in the record's own words

The last year of spending on 538-234 moved later in each plan read from 2021 to 2025, and held in 2026.
- The May 2021 plan ended the spending on 538-234 in fiscal 2024/25 [C5].
- The May 2022 plan ended it in fiscal 2026 [C8].
- The May 2024 plan, the one the promise came from, funded construction only in part [C11, C12] and set the spending on 538-234 in fiscal 2027 to 2029 [C29].
- The June 2025 and June 2026 plans set it in fiscal 2028 to 2030 [C32, C33].
- CFX's project page now gives "Completion Estimated Mid 2030" [C20].
The start moved later.
- In the May 2022 plan, the largest amounts for both segments fall in fiscal 2025 and fiscal 2026 [C8, C39].
- Spectrum News 13 reported in April 2024 that the project "initially was scheduled to begin by the end of this year" [C27].
- CFX's early-2026 fact sheet says construction is "currently scheduled to begin in 2027" [C19], and its project page gives "Construction Begins Mid 2027" [C20].
Why. No CFX record read states why the start or the finish moved.
- The plans schedule the project's mitigation around its permits: "Mitigation estimated at 12 months to attain ERP and 404 permits." in 2022 [C9], and "Mitigation scheduled after permit submittal." in 2024 [C37]. These lines set a schedule; they do not say that anything caused a delay.
- The only stated cause found is in the news report: "the expressway authority said permitting issues have delayed the project" [C27].

What it costs

Construction, as each work plan estimated it, in that year's dollars:
- May 2021: $58 million and $85 million, $143 million in all [C3, C4].
- May 2022: $101 million and $97 million, $198 million in all [C7].
- May 2024: $116 million and $162 million, $278 million in all [C13, C14].
- June 2025: $121 million and $167 million, $288 million in all [C30, C31].
- June 2026: $116 million and $162 million, $278 million in all [C15, C16].
The June 2026 figures are the 2024 figures again. They are stated in 2026 dollars rather than 2024 dollars, and they are lower than the June 2025 figures [C13, C14, C15, C16, C30, C31]. No record read explains this.
The fact sheet's figure. CFX's early-2026 fact sheet gives "Estimated Construction Cost: $311.7 Million" [C18]. It matches no plan's total read here, and this entry does not reconcile it.
Land. The June 2026 plan gives "Estimated ROW cost remaining (2026 $):$14.3M" [C17].
Design. The Winter 2022 fact sheet gave "Estimated Design Cost: $11.1 Million" [C26].

What to watch

The contract advertisements. Construction for 538-234 in the first quarter of 2027 and for 538-235 in the second quarter of 2027, both "subject to change" [C21, C22, C23]. The CEI advertisement for 538-234 in the fourth quarter of 2026 [C35]. The CEI advertisement for 538-235, which the forum deck gives both as "Ads w/ 538-234" and as "1st Quarter 2027" [C40, C41].
Land. An estimated $14.3 million of right-of-way cost remaining, in 2026 dollars [C17].
Permits. The plans schedule the mitigation work around the permits [C9, C37]. No permit record was checked for this entry.
The finish. "Completion Estimated Mid 2030" [C20], against a promise read as fiscal 2032 [C1].

What this entry did not check

What "the fifteen-year planning period" means. No CFX record read defines it, and the May 2024 plan does not use the phrase, so the fiscal 2032 reading is this entry's. Counted from the FY 2024–2028 plan, whose June 2023 release carried the same sentence, year eight would be fiscal 2031. CFX's estimated finish comes before that too [C2, C20].
Permits. State and federal permit records were not searched, so whether the project's permits have been issued is not known here.
Board minutes. They were not read, so any contract award, permit report or explanation given at a Board meeting is not in this entry.
Two earlier plans. CFX's copies of the FY 2021–2025 and FY 2024–2028 plans no longer load, and the archived copies are incomplete, so their schedules are not in this entry. The June 2023 promise is quoted from CFX's release [C2].
The "end of this year" start. It comes from a news report [C27]. The closest CFX record is the May 2022 plan [C8, C39].
The $311.7 million figure against the plans' totals [C18].
Which 538-235 CEI date is current. The July 16, 2026 forum deck gives both, and no later CFX record of that advertisement was read [C40, C41].
Months. The plans give amounts by fiscal year; no start month is taken from them.
News coverage. News was used only to find records. The one news report cited is marked as such [C27].
