Verdict: PENDING, ON TRACK. In May 2024, AdventHealth said: "The approximately 105,000-square-foot expansion will be completed in 2026." [C3] That deadline is the end of 2026. In August 2026, AdventHealth announced "the opening of new labor and delivery services" in the expansion, with the rooms its 2024 release had promised [C2, C9, C10]. AdventHealth's latest target for the whole tower was "summer 2026" [C8]. That season has passed, and no AdventHealth record read here says the 40 progressive care beds are open or the expansion is complete [C11].
On May 15, 2024, AdventHealth announced that "A major expansion at AdventHealth Winter Garden will add three floors to the hospital's patient tower and bring additional women's services to West Orange County" [C1]. The release stated its purpose: "This $145 million investment will address the increasing demand for complex care within the community." [C1] The release also said: "The majority of deliveries take place outside the area." [C4] On June 13, 2024, the Winter Garden City Commission voted to approve the "addition of three floors to the existing hospital tower located at 2000 Fowler Grove Boulevard" [C5].

The check found no AdventHealth record newer than its release of August 21, 2026 [C9]. On the check date, 2026 had 86 days left. That count is made from the check date, because the promise gives only the year [C3].
- The promise. Three floors, about 105,000 square feet, "completed in 2026" [C1, C3].
- Labor and delivery.
- AdventHealth's release of August 21, 2026 said the hospital "is celebrating the opening of new labor and delivery services", and that The Baby Place "will officially begin welcoming patients Aug. 24" [C9].
- The rooms match the 2024 release: nine labor, delivery and recovery rooms, 10 postpartum beds and two C-section operating rooms [C2, C10].
- The progressive care beds and operating rooms.
- The August 2026 release describes them only as part of the expansion, which "also includes 40 progressive care beds" and "additional operating room capacity" [C11].
- It does not say that they are open [C11].
- The cost. "$145 million" in 2024 [C1]. No later AdventHealth record read here restates it [C6, C7, C9].
The promise
AdventHealth's release of May 15, 2024 [C1]:
"A major expansion at AdventHealth Winter Garden will add three floors to the hospital's patient tower and bring additional women's services to West Orange County. This $145 million investment will address the increasing demand for complex care within the community." [C1]
"Construction, which will start later this summer, will add 40 new progressive care unit beds, obstetrics and gynecology (including labor and delivery). One floor will be dedicated to labor and delivery, and will include nine labor, delivery, and recovery beds, 10 postpartum beds, two C-section operating rooms, and future space for a level two Neonatal Intensive Care Unit (NICU). The tower's expansion will also add space for more operating rooms, and a shell floor with capacity for 40 beds." [C2]
"The approximately 105,000-square-foot expansion will be completed in 2026. As a result of the hospital expansion, over 100 new high-paying jobs will be created." [C3]
Timeline
- May 15, 2024. AdventHealth announced the expansion. Construction was to "start later this summer", and the expansion was to be "completed in 2026" [C1, C2, C3].
- June 13, 2024. The City Commission heard that "These changes would only affect the building and there would be no site plan changes." [C5] The motion to approve the three floors "carried unanimously 5-0" [C5].
- January 20, 2025. An AdventHealth newsroom story said the campus "is adding three stories to its patient tower to accommodate the area's young families". It also said: "Construction is expected to be finished by the second quarter of 2026." [C6] It quoted Brian Adams, CEO of AdventHealth's Central Florida Division: "We're now building a tower there so we can open OB services for that community" [C6].
- July 2025. AdventHealth's release said "the expanded patient tower has achieved its full structural height" [C7].
- It said the expansion project "began in May 2024" and will bring "the tower to a total of seven stories" [C7].
- It counted "80 additional inpatient beds, bringing the hospital to 176 licensed beds" [C8].
- "Both the tower expansion and the cancer institute are scheduled for completion in summer 2026." [C8]
- August 21, 2026. AdventHealth's release said the hospital "is celebrating the opening of new labor and delivery services" and that The Baby Place "will officially begin welcoming patients Aug. 24" [C9]. It listed "nine labor, delivery and recovery rooms, 10 postpartum beds and two dedicated C-section operating rooms" [C10]. It repeated, as background, that "the majority of those deliveries currently take place outside the area" [C12].

- The beds were counted two ways.
- In 2024: "40 new progressive care unit beds", and "a shell floor with capacity for 40 beds" [C2].
- In July 2025: "80 additional inpatient beds, bringing the hospital to 176 licensed beds" [C8].
- 40 and 40 make 80 [C2, C8]. The 2024 release described 40 of them as a shell floor, and the July 2025 release did not say whether that floor would be fitted out [C2, C8].
- In August 2026 the release named "40 progressive care beds" [C11].
- The neonatal unit stayed a plan. In 2024 it was "future space for a level two Neonatal Intensive Care Unit (NICU)" [C2]. In 2026: "Future space is also planned for a Level II neonatal intensive care unit (NICU)" [C10].
- Why. No AdventHealth record read here gives a reason for moving the finish from the second quarter of 2026 to summer 2026 [C6, C8].

What this entry did not check
- Whether the progressive care beds are open, or the tower complete.
- No primary record was found.
- News reports from February 2026 (Florida YIMBY, Hoodline) turned up in a search. They are secondary, and this entry does not use them.
- The state's licensed bed count. The state's facility pages need a browser, and they returned no data to a scripted fetch.
- The City of Winter Garden's building permits and certificate of occupancy. These were not searched. The June 13, 2024 approval is the city record used [C5].
- When construction began. The two accounts are set out above, under what changed.
- The jobs. The "over 100 new high-paying jobs" [C3] were not checked.
- The cancer institute on the same campus. It is a separate project, also scheduled for "summer 2026" [C8], and was not traced.
