Verdict: PENDING, AT RISK (summer 2027 is still ahead, but the county's own estimate is now fall 2027). On September 30, 2025, in its release on awarding the construction contract, Orange County said: "The project is expected to be complete in the Summer of 2027" [C1]. The county's page on the project, updated June 2026, now says "Substantial completion is estimated to take place in fall 2027." [C14] Its releases of September 29 and October 13, 2026 say "Completion is anticipated in Fall 2027." [C16] and "anticipated to be completed in Fall 2027" [C17]. Fall comes after summer, so the county's latest estimate is a season after its promise [the trace]. The promised season has not come yet, so the project is not late. This entry rates it AT RISK, not ON TRACK, because the county itself now names the later season. No record read gives a reason for the change [the trace].

The promise. "Summer of 2027", for the whole project, in the county's own release [C1].
The date since. The county's estimate has moved later with each statement: early 2027 in February 2024 [C9], summer 2027 in September 2025 [C1], fall 2027 in 2026 [C14, C16, C17]. The wording differs: the 2024 deck and the 2026 page say "substantial completion", the 2025 release says "complete", and the 2026 releases say "Completion" [C9, C14, C1, C16, C17].
Where the work stands. "As of June 2026, the Mosquito Control facility has been demolished and construction has begun on the Animal Services shelter." [C14] On October 13, 2026 the county said: "While some construction activities remain ongoing, the shelter has resumed all services, including normal animal intake." [C17]
The cost. The release said the contract was for $49 million [C1]; the Board's agenda gives $49,253,584 [C11]. The county's page says: "A $95M project budget was approved during the fiscal year 2024/2025 budget process." [C14]

The promise

The county's release of September 30, 2025 carried the date as its subhead [C1]:

"The project is expected to be complete in the Summer of 2027"

The release said: "The Orange County Board of County Commissioners today moved forward with construction of a new Orange County Animal Services (OCAS) shelter, awarding the contract to The Collage Companies for $49 million." [C1] It gave the size and capacity: "At an estimated 123,419 square feet, the new shelter is projected to be the state’s largest, with housing for some 265 dogs and 200 cats." [C2]

The deadline. This entry reads "Summer of 2027" as by the end of summer 2027, the latest the words allow [C1].

Before the promise

July 12, 2016. At the Board's meeting, a request was made for "an assessment of the requirements and costs for a new Animal Services Facility" [C3].
February 25, 2020. The Board selected Bacon Group, Inc. for design, under Request for Proposals Y20-811-RC, for a building of "approximately 50,000–70,000 square feet" and a design budget of $2,500,000 [C4].
March 22, 2022. The Board selected Bacon Group, Inc. again, under Request for Proposals Y22-804-RC, with a design budget not to exceed $3,000,000 [C5]. The staff memo for the contract's first amendment says the Board approved negotiations for a design fee "based on an advertised estimated construction budget of $28,000,000." [C7]
July 18, 2023. The design contract was executed. The same staff memo says: "The assessment determined that there was a need for a much larger facility than originally contemplated." It continues: "Direction was given to advance the design of the project to a reduced 30% design level to be able to reevaluate the construction budget which increased to $78,000,000." and "The contract was thus executed July 18, 2023, in the amount of $1,049,954.44 to reflect this reduced scope." February 20, 2024. At a Board work session, the design team's deck said it had "completed the 30% design", at "122,000 square feet" [C8]. The same deck said: "Projected substantial completion for the project is currently early 2027" [C9]. On cost it said: "Project Budget was developed in early 2017", "Current Budget is $41M", "Projected total project budget as designed is $95M" and "Projected budget shortfall is $54M" [C10].
May 7, 2024. The Board took up Amendment No. 1 to the design contract: "to revise the not-to-exceed award amount to $5,300,000." The memo says: "Amendment No. 1 will increase the scope and size of the project for the facility design, including construction administration." [C6]
Fiscal year 2024/25 and May 2025. The county's page says the $95M budget was approved in that budget process [C14], and "Design was completed in May 2025." [C14]

Timeline since the promise

September 30, 2025. The Board awarded the construction contract. Its agenda item reads "contract award amount of $49,253,584 inclusive of additives 1 and 2." [C11] The county's release made the promise the same day [C1].
February 10, 2026. The Board's Resolution 2026-M-08 covers the "new approximately 123,000 square foot Animal Services facility" and says its debt is "expected not to exceed $85,000,000 aggregate principal amount." [C12, C13]
April 1, 2026. "A groundbreaking event took place on April 1, 2026." [C14]
June 2026. The county's page, "Updated June 2026", says construction has begun, and that "Substantial completion is estimated to take place in fall 2027." [C14]
September 29, 2026. The county announced that "animal intake procedures will be temporarily modified beginning Monday, October 5, 2026, for approximately one week due to construction activities associated with the County’s new animal shelter." [C15] The contractor "will be installing utility, fire, and stormwater infrastructure" [C15]. The release says: "Completion is anticipated in Fall 2027." [C16]
October 13, 2026. The county said normal operations had resumed, and that the new shelter is "anticipated to be completed in Fall 2027" [C17].

What changed, and why, in the record's own words

The date. "early 2027" (projected substantial completion) in February 2024 [C9]; "Summer of 2027" (complete) in September 2025 [C1]; "fall 2027" (substantial completion) in June 2026 [C14]; "Fall 2027" (completion) in the releases of September 29 and October 13, 2026 [C16, C17].
The size. About 50,000 to 70,000 square feet in the 2020 selection [C4], 122,000 square feet in the 2024 deck [C8], and 123,419 square feet in the 2025 release [C2].
Why the building grew. The staff memo of May 2024 says an assessment found "a need for a much larger facility than originally contemplated." [C7]
Why the date moved. No record read gives a reason for the later dates [the trace].

The construction estimate. $28,000,000 on the 2022 plan and $78,000,000 after the reevaluation [C7].
The project budget. $41M, which the 2024 deck dates to early 2017, against a projected $95M as designed [C10]; the $95M was approved in the fiscal year 2024/25 budget [C14].
The contract. $49,253,584 [C11].
The debt. Up to $85,000,000 [C12].
No change order to the Board. None of the 87 Board matters naming Animal Services in the Comptroller's Legistar record, as read for this entry, is a change order to the construction contract [C11b, the trace].
Not itemized. No record read says what the rest of the $95M budget buys beyond the $49,253,584 contract [the trace].

What is still open

The season. Summer 2027 is still ahead. The county's current estimate is fall 2027 [C14, C16, C17].
The reason. The county has not said, in any record read, why the estimate moved [the trace].

What this entry did not check
